Mr. Pas Simpson stated that there were 10 homicides in the first six  
months of our city, this year. We could have done something. We are  
running at the rate of where we were before the pandemic. He stated that  
$1.5 million has been sitting on the books forever. How many people have  
to die?  
Mr. Harry Crapser stated that he has been living on 15th and Chew for  
almost 40 years and heard about a lot of accidents. A number of years  
ago he went to PennDot to asked for a left turn signal. They have a white  
left turn signal on the ground. They said that he has to talk to City Council.  
Nothing changed. He asked for a left turn signal light.  
Mr. Ed Zucal suggested that Mr. Crapser meet with Mr. Shahda. He stated  
that it is a PennDot issue.  
Mr. Daryl Hendricks stated that it is a state highway.  
Ms. Candida Affa asked what is the address.  
Mr. Daryl Hendricks stated 15th and Chew. It is not only 15th and Chew. It  
is every other street. He stated that he will speak with Mr. Shahda and find  
out what he can about it.  
Mr. James Spang thanked Council for doing their duty and stated that they  
are grossly underpaid. With the issues approaching the neighborhoods,  
his neighborhood has been inflicted with approximately four shootings in a  
one - mile area in the last month and a half and a couple of fatalities. He  
stated that there was a promise about community policing. They in  
Allentown does not have real community policing. President Biden made it  
clear, fund the police, not defund the police. It is the county's responsibly  
for mental health and the state legislature responsibility to fund mental  
health. Let them people do their job. Our job is police, fire and EMS. He  
stated that he wants his roads fixed and want to be safe, a fully functional  
fire department and recreational opportunities for our youth. The New York  
Times mentions that Mayor Adams is bringing back broken windows.  
Imagine that. If he does that, where do you think the trouble makers are  
going to go? Right up 78.

Ms. Sarrah McNeil stated that this was done as RFP2023-19 and  
advertised on March 3, 2023. On April 12, 2023, the Public Opening was  
held and the city received 12 proposals. One was rejected. The evaluation  
committee held both technical and cost evaluations. The proposals were  
evaluated on the ability to meet the RFP requirements. The evaluations  
were conducted and the committee decided not to hold oral interviews.  
The committee made the recommendation to award based on the firms  
qualifications and overall score. The committee is recommending an  
award to TD Bank and the city has successfully done business with this  
vendor before.

is being presented to Council.

full execution and shall cease September 30, 2023. Upon written  
notification, this contract can be extended for up to an additional one (1)  
year beyond the contract expiration period, 2 bids received, one was

From Councilperson Santos: Pursuant to the Ethic's Laws I wanted to disclose that  
Jonathan Strauss from Cortex Residential reached out to me to discuss an  
affordable housing project he is proposing. We had a conversation where he  
shared plans for how many units and the tenants he would be serving.  
From Councilperson Affa: Pursuant to the Ethics Code, Ms. Affa disclosed she met  
with Mr. Strauss on Tuesday, June 6 at 3 PM to discuss the proposed affordable  
housing project.  
Councilperson Gerlach noted she also met with Mr. Strauss.  
City Clerk noted he had a phone conversation with John Straus on procedures  
relating to the distribution of ARPA funds – directing him to city staff and the council  
president.  
Old Business  
Mr. Ed Zucal stated that Council passed a Resolution about a month or so  
ago about an outside audit. Since he was a sponsor of that, he would let  
the city Controller assist in that. The items of interest are posted on the  
website.

Controller's Report (3 minutes)  
Mr. Jeffrey Glazier stated that the Summer Intern Season is full swing. There three  
projects are Process Flows, Evaluations of FMLA, the City's Lead Program and Fire  
Overtime. The interns are hard at work, and we greatly appreciate the cooperation  
of each of the department has shown the interns so far. He gave one Report on  
Account Payable from 4/29 to 6./2. They reviewed 371 checks for 658 documents and  
the dollar amount was $4.1 million. They did 28 manual checks for $255,000. They  
did seven wires for $1.9 million. He went over the findings.

owner. It was an accumulation of circumstances with CACLV being  
involved, HADC being involved, and then this particular homeowner being  
in a position where she couldn't make the changes. The staff is in full  
support of this denial and reversal.  
Mr. Daryl Hendricks stated that as he recalls, the homeowner inherited the  
problem and not responsible for what caused it.

operating budget, the additional funds are from the 30% capital

appropriation of One Hundred Thirty-Five Thousand Dollars ($135,000.00)  
from the unappropriated balance to the Parks and Recreation Grounds  
Maintenance Equipment expense account. The funds will be used for new  
holiday decorations and lights that are compatible with the newly installed  
light poles on Hamilton Street from 5th to 12th.

the purpose of purchasing equipment.

Amending Article 507 (Traffic control Maps) of the Codified Ordinances of  
the City of Allentown. The request is from the Administration. The  
Administration is authorized to establish and evaluate traffic regulations for  
a temporary period not to exceed 90 days. This legislation makes the  
temporary changes permanent.
