Mr. Michael Hanlon stated that Bill 2 deals with the Nuisance Abatement.  
Mr. Daryl Hendricks stated that Council will just be taking comments.  
Council will not act on it tonight. They are still trying to clarify some of the  
issues. They were on a conference call for almost an hour. He asked if  
there were any comments from his colleagues.  
Ms. Candida Affa stated that she believes that they spoke on the phone  
about this. Her feelings are that she likes everything about it. She does not  
think Council should be involved on any judgment. They should implement  
the Nuisance Abatement Board again.  
Mr. Daryl Hendricks asked if there were any other comments from  
committee members or other Council members.  
Attorney Matthew Kloiber responded on what Ms. Affa said. He stated that  
the discussion they had with Ms. Affa and Mr. Hendricks. It was kind of  
going through the provisions and how they operate and there were  
concerns as Ms. Affa mentioned about the provision that is in here about  
having the Nuisance Appeal Board consist of Council or the committee of  
three members of Council and wanting to revise the language and  
essentially using the Nuisance Abatement Board structure that they have an  
place in there. In coming forward with this and they just went back to the  
Third-Class City Code language to spark the discussion. The response  
that they got from it was, they don't know if City Council wants to be  
involved in that. They did not want to remove City Council from that  
because it is in the Third Class City Code. He stated that they will revise  
the language.  
Mr. Daryl Hendricks thanked Attorney Kloiber and for his consideration on  
allowing Council to remain in there. It might turn out that Council doesn't  
want to be in there for those reasons. He stated that it makes sense and  
asked if there were any comments from the public.  
A motion was made by Ed Zucal, seconded by Candida Affa, that this Bill be  
tabled.
