Amending the 2022 Capital Fund Budget to provide for a transfer of Three  
Hundred Forty-Four Thousand Six Hundred and Forty ($344,640.00)  
Dollars from numerous Capital Accounts to a newly created Capital  
Account to cover matching funds needed for the Green-Light-Go grant to  
install a traffic adaptive system along American Parkway/Basin Street from  
Susquehanna Street to Airport Road.

Mr. Mark Shahda stated that this Ordinance is being introduced to transfer  
funds from other Capital Accounts for a newly created capital account to  
cover the match money needed for the Green Light Go Grant. The project  
consists of installing a traffic adaptive system along the Basin Street to  
American Parkway Corridor from Susquehanna Street out to Airport Road.  
Mr. Ed Zucal stated that the city is just matching them. He asked if there  
were any questions from his colleagues or the public.  
A motion was made by Candida Affa, seconded by Daryl Hendricks, that this Bill  
be forwarded to City Council. The motion carried by the following vote:

Hundred Ten Thousand ($110,000.00) Dollars from Capital Account Traffic  
Signals-Upgrade Various (1225) to a newly created Capital Account for the  
match money needed to install the traffic adaptive system on Hanover  
Avenue from Albert Street to Wahneta Street.

Mr. Mark Shahda stated that this is a very similar situation here. They are  
introducing an ordinance tonight to transfer funds from other Capital  
Accounts to a new created Capital Accounts to cover the match money  
needed for the NTF grant. This project here consists of installing traffic  
adaptive system along the Hanover Avenue Corridor from Albert to Juanita  
and will also be installing a rapid rectangular flashing beacon at Hanover  
and E. Linden Street.  
Mr. Ed Zucal stated the same situation then.  
Mr. Mark Shahda stated correct.

Amending the 2022 Capital Fund Budget to provide for an increase of Six  
Hundred Fifty Thousand ($650,000) Dollars to the new Capital Project  
“Mack Blvd Lighting Upgrade”. These funds have been awarded as a  
MTF-DCED reimbursable grant to replace the old street lights on Mack  
Blvd. from Emmaus Ave. to Rail Road underpass with a new LED lights,  
new poles, foundation and wiring.

Mr. Mark Shahda stated that is correct. It is 100 percent reimbursable of  
$650,000.

Amending the 2022 Capital Fund Budget to provide for a transfer of  
Forty-Nine Thousand Seven Hundred Fifty Dollars ($49,750.00) from  
Capital Account (1803) Bridge Repairs to Capital Account (1912) Traffic  
Signal Modernization to cover the remaining amount needed for the match  
funds of the MTF-PennDOT grant, which will be used to install traffic  
adaptive system on 15th Street from Tilghman Street to Highland Street.  
This grant will also cover installing a new school flasher at Trexler Middle  
School.

Mr. Mark Shahda stated that this was a Multi Module Transportation Fund  
Grant that we received. He stated that the project consists of installing the  
traffic adaptive system along the 15th Street Corridor from Tilghman to  
Highland.  
Mr. Ed Zucal asked if there were any questions from his colleagues or the  
public. He thanked Mr. Shahda for obtaining all these different grants and  
saving the city tons and tons of money.  
Mr. Mark Shahda stated you are welcome Mr. Zucal. It was a great team  
effort between Public Works and CED on this as well.
