Mr. Enrique Moreno stated how are you doing and good afternoon. He  
came for a case about the Parking Authority and one for the city for a  
Sweep Ticket. He stated that he told them many times his complaints and  
his concerns. He has lived in Allentown for almost 25 years. He has a  
family, a daughter and everybody goes to school. He stated that he is  
trying to say that they need help with the city to see how to stop some  
people. He stated that he is not saying everybody. Some person is not  
work the right way and some person say for the language and like nasty.  
They have to respect everybody. They have to return to conversation with  
something resolved. The resolve is something that he knows is his fault, he  
would accept it. If it is not his fault, that is nothing to do with and he has to  
find a lawyer. He stated no one is here to help him find a lawyer to solve  
something that is a simple matter. He stated that there are so many  
problems for the Parking Authority. He asked who controls for how they  
work, how the decision they make. He stated it is a lot of stuff and he is not  
a lawyer and not working in the city hall, not working in the court house, so  
he sees so many bad jobs. They do this for the person living here. It is  
many issues. He stated that it is simple that everybody has  
communication. Everybody has a boss, everybody has a manager and  
everybody has somebody to here you and somebody here the other part.  
So whatever part is not the right way, they concentrate on who helps me.  
He stated now, this morning, it is not only him. He stated that they have a  
lot of people. The first time it happened with his dad. They pass and he  
talks to his dad and say hey, listen, you know you are going to lost your car.  
Forget about it. There was nobody involved. Before, he lost his car too.  
He stated that they took it from his parking lot and private property and he  
loves his car. A1 Towing took it to his parking lot. He has a weakness, he  
has video and he let it go and that is fine. He stated that they continue to  
do the same problem again with his cousin and somebody else. It is just  
some family friends that happens to this problem. He asked if someone  
can tell him how he can go with the same issue. He stated that they tried to  
make a meeting with the mayor to see if the mayor would do something.  
He stated that they tried to make a meeting with someone on Council. He  
stated that is it. He wants to know and you hear this version and that is it.  
You are not going to that point.  
Mr. Daryl Hendricks stated that Council has his name and phone number  
and someone will get back to you.  
Mr. Enrique Moreno stated ok, thank you and said we will see.  
Mr. Omar Fabregas Cera,116 S 12th Street, stated buenas noches. He  
began to speak Spanish.  
Dr. Cynthia Mota stated ok and translated for him. He stated that the  
reason that he is hear is something happened on his way. He stated that  
he purchased a car from another person and to park the car in front of his  
house. He stated to ensure that he leaves the license plate on because the  
next day he was going to do the transfer. The next day he did the transfer  
at 12:45 PM. He went to his house about 2:00 PM and his son informed  
him that a towing truck took his car like around 1:00 to 1:30 PM. He went  
to the Turner Parking Lot so that he can get information from where his car  
was. He stated that they told him that his car was taken away. It was towed  
because the person he bought the car owns a lot of tickets. He tried to  
explain that the car was in his possession and he has recently purchased  
that car. He stated that it was very difficult because the lady that he was  
speaking with was really nasty. He got a translator from a towing place and  
they had to translate for him. She asked is it possible to give him two more  
minutes because she is translating.  
Mr. Daryl Hendricks stated that the other party he was dealing with Mr.  
Negron.  
Dr. Cynthia Mota asked who was the person that had the car. She  
translated for Mr. Omar Fabregas Cera stating that he said the person he  
bought the car from doesn't want to show up because they lady also has  
some issues with the law.  
Mr. Daryl Hendricks stated that he spoke to somebody on the other side of  
that this afternoon.  
Dr. Cynthia Mota stated that he hopes that it would be the same situation  
that they are talking about.  
Mr. Daryl Hendricks stated that he believes it is. He stated that he will get  
back to him tomorrow.  
Dr. Cynthia Mota stated that he stated that he really appreciates that  
Council is listening to him. She stated that the last thing he wants Council  
to know is the person he bought the car from now wants to show up and  
that is a problem. The only thing that the lady has to do is write an email.  
His car is still at the towing place and everyday it generates.  
Mr. Michael Hanlon stated that he has his telephone number.  
Ana "Danny" Negron stated hello City Council and read to them stating that  
they reason that he wrote this is because he goes all over and never gets it  
to work here. He stated that he is Danny Negron formally known as Ana  
stating he is a trans gender male and a dedicated former employee of the  
city of Allentown where he served for 19 years. He stated 18 plus, but 19  
years. He writes to them to expose neglect, discrimination, abuse that he  
has endured. Culminating in his unjust termination on February 19th. His  
termination was based on false accusations orchestrated by a former  
employee that is now a Sweep Animal Control Manager. She actions  
supported the familiar political connections within the city's administration  
has destroyed his livelihood and reputation. The position of the person  
who has accused him wrongfully and got him fired has connections that  
have enabled her to manipulate the system against him. She is married to  
the department Supervisor and is closely connected to an HR Generalist  
who is her best friend that he has gone to many times for help. She only  
leaked information and got people retaliated against him. The Sweep  
Officer has many family members who works within the same department  
creating that work as a protected and empowered her to act without  
accountability. This person shares close ties with influential figures in this  
city, including the Director of Public Works. Her history of dishonesty and  
workplace conflict is well documented dating back to her time in the  
Purchasing department where she made baseless accusations against  
others. He stated that he possess explicit evidence of her harmful behavior  
and falsehoods she spread about him. Despite his repeated please for  
help, the city's administration, HR department ignored his concerns. He  
stated that he faced relentless harassment, lies, targeted attacks, that  
turned his department against him. He stated that this culminated in his  
termination leaving him devastated and without recourse. He stated that  
Mayor Matt Tuerk failure to address these issues is particularly  
disheartening. Since the beginning of his term stating he has sought his  
assistance from him and the cries for help were ignored. He stated that he  
even endured physical assault at the hands of his supervisor. When he  
attempted to report this incident, an officer refused to file a Police Report,  
claiming that it is a union matter. No one ever followed up and there were  
no consequences when he would raise this matter with Public Works staff  
and the Director. She dismissed his account despite having no first hand  
knowledge. He stated that he has a notarized statement from a community  
witness corroborating his experience, but no one has taken the initiative to  
investigate. He stated that he also reached out to numerous city officials,  
HR, city hall and all the above, underscoring a systematic neglect of Black  
and Brown racial discrimination, sexual harassment complaints. He stated  
that Mayor Tuerk as a Spanish individual, he finds Mayor Tuerk's actions  
hypocritical. While he publicly claim to support the Hispanic community, his  
actions are totally different. He stated that Mayor Tuerk exploited the  
community for votes while actively working against their best interest. For  
example, he canceled the Dominican Festival. He has done so much for a  
significant event for the community. His opposition for immigration  
legislation further demonstrates his disregard for the very people he claims  
to champion. He stated that Mayor Tuerk's betrayal extends beyond the  
Hispanic and Black Community. His favor is to support him a low  
employee from the LGBTQI community after almost 19 years of  
employment stating he has been wrongfully terminated and have gone to all  
of them years ago and gone to the Solicitor, to HR, to the Mayor and have  
gone to Matt's administration. He stated that he has gone to everybody  
and asked for help and none have done nothing for him. He stated that the  
city is in corruption. He can say the corruption. He pointed to a  
Councilperson and says he gets a ticket, and his ticket gets deleted  
because he is an ex cop, city employee. He asked what about Jose,  
Louda (sp), and Bob who gets to get the tickets and they don't get to get  
their tickets deleted. They are supposed to get ticketed. The Sweep  
Department has rules and laws which these people won't follow. He stated  
that he is the protector and savior for all. He stated that he is trying to be  
fairly treated and thanked Council for their time.  
Mr. Daryl Hendricks stated Mr. Negron leave a copy of what he wrote to  
Council and they will turn it over to the HR Director.  
Contract Approvals

Authorization for Contract with Telco, Inc. in the amount of $1,672,344.05 to  
add eleven intersections to the existing traffic signal system and provide  
traffic signal and pedestrian accommodation improvements at the  
intersections. Two (2) bids were received; however, one (1) Bid was  
rejected due to not submitting their proposal electronically on Public  
Purchase, contract shall be for one (1) year with four (4) additional one (1)  
year renewals beyond the contract expiration period.

Mr. Daryl Hendricks thanked Mr. Hanlon and stated Ms. Baraket.  
Ms. Jessica Baraket stated that this was done as Bid #2025-05, American  
Parkway traffic signal improvement project. It was advertised on Public  
Purchase on January 10th. There was a public bid opening on February  
12th, 2025. The city received two bids. One of those bids were rejected.  
After the department reviewed the bid, they are recommending an award to  
the sole vendor. She stated that the city has done business with them  
before.

Concert Series coordinator and management and advertised on Public  
Purchase on January 13th. It was the public bid opening on February 3rd.  
The city received one proposal and the Evaluation team consisting of four  
members conducted both technical and cost evaluations. Proposals were  
evaluated based on experience qualifications and prior performance  
methodology references and costs. After evaluating the proposals, the  
Evaluation Committee did not feel the oral presentations were necessary  
and they are recommending an award to ArtsQuest.

Mr. Daryl Hendricks stated that on on February 26, 2025, City Council held  
an executive session with Allentown Police Department Chief Roca and the  
City Solicitor to provide Council with information on public safety matters.

Mr. Santo Napoli stated that he will add that visitors of City Council  
meetings are encouraged to park in the Government Deck next door and  
see our City Clerk, Mr. Hanlon for a validation to pay for your parking.  
Old Business  
Mr. Ed Zucal stated yes, we do and thanked President Hendricks. He  
stated to Ms. Patel at the last meeting he asked her questions with regards  
to Investigator Nolan and the investigation of the Juan Fund in the Allentown  
Police Department. He stated to Ms. Patel that she was going to be able  
to provide some answers for him on those questions that he had was: Was  
there an RFP conducted since Mr. Nolan is not an attorney. He stated that  
he understands when there is an attorney, the City Solicitor can hire those  
individuals without Council's consent or whatever. The fact that Mr. Nolan  
was not an attorney and it has been verified with the Supreme Court  
Attorney List. He asked was there an RFP done to hire him.  
Ms. Bina Patel stated that there was no RFP done. It was discussed at the  
Executive Session.  
Mr. Ed Zucal stated that he was not there so the problem with the Executive  
Session, that cannot be discussed amongst the public because there is a  
Sunshine Violation. He is asking the questions now. He asked was there  
an RFP done and if not, why.  
Ms. Bina Patel stated again, no RFP was done and the details on what he  
is asking was discussed at the Executive Session and she is not privy to  
that information.  
Mr. Ed Zucal asked how was he paid.  
Ms. Bina Patel stated that there hasn't been any invoices yet.  
Mr. Ed Zucal stated according to the newspaper and WFMZ, he was paid  
$23,195 stating if his memory serves him correctly.  
Ms. Bina Patel stated that if invoices are presented to them then they are  
paid with the city funds.  
Mr. Ed Zucal stated that he would presume it is out of the Solicitor's budget.  
Ms. Bina Patel stated correct.  
Mr. Ed Zucal stated a while back when Council hired an investigator to  
conduct an investigation in this city, Mr. Curtis to be exact and Council was  
criticized. As a matter of fact they were accused of violating the Home  
Rule Charter by not following it, but it appears here that apparently that you  
folks have done that with the hiring of Mr. Nolan and asked is that a fair  
statement.  
Ms. Bina Patel stated no, she does not believe so.  
Mr. Ed Zucal asked why not.  
Ms. Bina Patel stated because the matters of what you are saying have  
been discussed at an Executive Session and she doesn't have it.  
Mr. Ed Zucal stated and again, the Executive Session is protected under  
the Sunshine Law. He stated so he is asking her the question and asked  
did she follow the City Charter in hiring Mr. Nolan. He stated that if you  
can't answer it, you can't answer it.  
Attorney Adam Rosenthal stated to Councilman Zucal the city Code states  
that if Council requests the Solicitor's office can appear at an Executive  
Session and explain legal expenditures. He stated that he would be happy  
to have another session if you would like.  
Mr. Ed Zucal stated so you are not going to answer the question. Thank  
you, Mr. Hendricks.  
Mr. Daryl Hendricks thanked Mr. Zucal. He stated that they will move on to

Controller’s Report  
Mr. Jeffrey Glazier thanked President Hendricks and stated very briefly the  
December P-Card stating that he is happy to report that the departments  
are much more prompt in getting their invoices in to be processed. That is  
good news. Their were six invoices where the applicable expense account  
had to be adjusted to get the expenditures in the right place. Once again,  
getting expenditures in the right account is important so that budget's from  
year to year are consistent and when the administration and Council  
analysis an equipment expense, they know that the right expenses are  
there and gives them a more clear, concise, and accurate picture of the  
budget and what they spend their money on. The other items on the  
December P-Card Report, there were four invoices where they paid sales  
tax. The departments were advised and they are seeking refunds for those  
expenses. He stated that is his Report for this evening.

funds will be utilized as reimbursement of expenses for new equipment

Ms. Ce Ce Gerlach stated that the opinion of the committee was an  
agreement with HARB or a disagreement with HARB.  
Dr. Cynthia Mota stated that it was an agreement with HARB.  
Ms. Ce Ce Gerlach stated ok.  
Ms. Vicky Kistler stated that they do have an individual here to speak to  
Council.  
Mr. Daryl Hendricks stated yes, would you like to speak to that Ms. Kistler.  
Ms. Vicky Kistler stated that this came before the DCED committee. This  
is a roof that was placed, not using HARB approved materials without  
permits. It was before Council once before and Council asked the question  
if the roof was installed appropriately. They did a city inspection and the  
roof is installed appropriately, but with non HARB approved materials.  
Therefore, HARB denied the Certificate of Appropriateness that brings the  
issue before you tonight.  
Mr. Daryl Hendricks thanked Ms. Kistler. He asked are there any  
comments.  
Mr. John Ferreras stated that he is the current owner of the house and he  
just wants to say something about this case. On the first meeting they had  
in April 2024, all the Council agreed that if the roof was installed correctly,  
you may approve it. That's why he got all the permits and the inspections  
on the roof and they determined that it was installed correctly. He stated  
that he is here to see if they can approve that for him. He knows now he  
needs to get permits every time he does anything to this house. He is  
asking if it is possible that it gets approved. He stated that he is just a  
working person, trying to keep the house in one piece. He stated that  
there are houses that look way bad. The house on the left of his house, the  
roof is destroyed and no one does anything to it. He thinks this guy may  
have a lot of leaks. He stated that he is not complaining, he is just saying  
that he just got the money to do it and know that he did not get the permits  
that he needs, but like he said, he wants to keep the house in one piece  
and now he knows he has to go through some process in order to do  
anything to the house. He stated that is the comment that he has today.  
Mr. Daryl Hendricks stated that he is sure that the Bureau of Code  
Enforcement will allow you time to redo that roof. He asked is that seems  
to be the concern right now.  
Mr. John Ferreras stated that he is thinking about selling the house to be  
honest and he doesn't know what the process will be if they tell him he has  
to replace it. He stated that he is not sure what he is going to do with it. He  
stated that right now, he is in the process of selling it. He stated that he  
would like to finish this tonight, if it is possible. He stated that the house  
next to his has the same type of roof. He does not know how they got that  
in without getting in any trouble. He stated that he doesn't know if they did it  
if they realize about it, but the roof is installed correctly. The leaks that he  
has installed for a year, they stopped and the housing is in good shape. He  
stated that is his main concern. That is the only thing he was looking for.  
Mr. Daryl Hendricks stated thank you.  
Dr. Cynthia Mota stated that she has a question, was he able to pay then  
the permits.  
Mr. John Ferreras stated that he paid for the permits and then the house  
was inspected because he got the permit in.  
Dr. Cynthia Mota thanked Mr. Ferreras.  
Ms. Ce Ce Gerlach stated so if they vote yes, which will be in an agreeance  
with HARB, then this gentleman will have to tear off his roof or she doesn't  
know if he would be able to sell it before. He will have to potentially endure  
some financial hardships, if Council votes yes in favor of this.  
Ms. Vicky Kistler stated that Ms. Gerlach, they determined in the last  
meeting that he paid a friend approximately $1,500 that is not a licensed  
roofer to install the roof.  
Ms. Ce Ce Gerlach asked if the roof is good and is up to code.  
Ms. Vicky Kistler stated that it is installed correctly, but it was not HARB  
appropriate materials and had no Certificate of Appropriateness and no  
permits for its installation.  
Ms. Ce Ce Gerlach stated ok. She asked what is not historical about it.  
Ms. Vicky Kistler stated in the Historic District it dictates the type of shingle  
that has to be used and they did not use the appropriate materials.  
Dr. Cynthia Mota stated that he mentioned that the next door neighbor has  
the same one. She stated that since he saw the roof from the next store  
neighbor that gave you an idea that was sort of right roof or the right  
materials.  
Mr. John Ferreras stated kind of because the one he had in his house was  
really bad. It was really bad when he replaced it. He stated that he just  
bought it and he didn't know they need to get the same type. He saw the  
next one and said it looks the same so they said he might be able to just do  
it and put it on. He stated that is his thought. The house next to his is the  
same and he will not have any issues with it.  
Dr. Cynthia Mota asked how much is a roof. She stated that she knows  
that he paid very little because he was your friend, but she is wondering  
let's say you rip everything off, how much money are we talking about.  
Mr. John Ferreras stated that he is not sure because he is not from the

she thought they weren't at the last meeting, but they verified that the  
appropriate tile are similarly priced and roof costs are based on the square  
footage and the type of material.

Dr. Cynthia Mota stated that she just hopes that the city can do more about  
it when it comes to the historical area. She stated that she knows that there  
are houses that are beat up, but at the same time, they do need to follow  
the Rules. If there is any way, what else can they do and stated that is what  
she was wondering. She stated that this is not the first time. She stated  
that it just seems like there are more people coming in with the same  
issues. She stated that she just hopes that they can do something more.  
Mr. Santo Napoli stated to Ms. Mota that he will quickly add in last year's  
budget, he asked for $20,000 to be put in a fund to mark and communicate  
with the residents in historic neighborhoods to make sure they understood  
what the requirements were of the homes. He stated that he knows Ms.  
Kistler has something and she is working on a plan to communicate with  
the residents to make sure these situations can be avoided going forward.  
Ms. Vicky Kistler stated not only are they working on a Plan to  
communicate with both the property owners as well as the tenants, but the  
recently launched the HARB survey which is the survey that brought the  
community meeting that they held here and had 30 people in attendance  
and it was close to 20 more on teams. They had at least 50 residents of  
the HARB come out to talk about the survey and the assessment. That  
survey along with HARB regulations went out to all of those property  
owners, telling them that someone is coming to their neighborhood to take  
pictures so that they don't get into a situation where someone takes  
something down and they don't have a picture to show what was there prior  
to. The assessment is going on. The education is going on. They are  
meeting with folks. She stated that she personally asked this individual  
whether or not he had not received information on the HARB when he  
purchased the property he had and well aware that he was in a historic  
district. He used a contractor that was not licensed and pulled no permits  
and got no certificate ahead of time. They are doing their best to educate  
a much as they possibly can and will continue to do that. Every house that  
gets a pre-sale inspection, they educate the realtor they are with or the  
individual that they are with on the presale and buying in the HARB and you  
have to get permits for any work you do on the exterior of the home and  
some on construction within the home. She stated that they are doing the  
best they can.  
Dr. Cynthia Mota stated that she thinks the real estate is also and she  
doesn't want to blame anybody, but she thinks that they have to work with  
people that sell homes. The real estate agencies.  
Ms. Vicky Kistler stated that all the documents at closing indicate that the  
home is located in a historic district. She stated that they made sure of  
that.

Ms. Ce Ce Gerlach stated not to belabor the issue, but when that  
conversation happens and it says you have to pull permits and this is in a  
historic district, are they given literally a pamphlet with here is the pictures  
of the tiles you are can get, here are the doors you can get, the windows  
you can get because some people have come in here and said hey, I  
pulled my permit and he city said it was and they do the work and all of a  
sudden it is not.  
Ms. Vicky Kistler stated that in the old situations, before Intergov, they had  
times when people would approach the counter and a home would not be  
flagged as being in the HARB and they could get a permit by accessing to  
the wrong address because it was lots of human failure. Since Intergov,  
when you come in to talk to anyone to pull a permit, it automatically flags  
that it is in the Historic District and it automatically generates the fact that  
you cannot pull your permit without your Certificate of Appropriateness.  
She stated when they meet with the HARB representatives for your  
Certificate of Appropriateness, they give you actual pictures, actual sizes,  
and actual layouts of what the HARB requires your particular Certificate of  
Appropriateness. She stated that their problem is that folks are doing work  
without coming for any permits and then they get stuck.  
Ms. Ce Ce Gerlach asked is it a way to hand out those pictures and give  
people a very detailed information when they buy their house.  
Ms. Vicky Kistler stated that it would be roofs, porches, paint and pillars,  
and a huge document. She stated that document is available online and  
everything they do talk to them about directs them to the website. She  
stated that they don't know they can anticipate everything they are going to  
do, but they certainly work with them one of one and make sure they have  
someone speaking the language they are speaking and they go through  
exactly what they need to do. She stated that is why they do have some  
compliance with HARB. When folks do work and they are not just doing  
work in the HARB without permits, they are having people rip off  
inappropriate work without permits all over the city. They are fining people  
for doing so it is an ongoing problem.  
Dr. Cynthia Mota stated that she does agree with Ms. Kistler, but the thing  
is most of them have purchased homes and you know how it is. You get all  
excited and they give you so many papers. She stated that she is not  
making any excuses. You just want a house.  
Ms. Ce Ce Gerlach stated that it is stressful.  
Dr. Cynthia Mota stated that they give you so many paperwork that you  
have to sign and the information just goes, wow.  
Mr. Daryl Hendricks stated that he would add that most realtors know too  
when you purchase a home, it is in a historic district. That is something that  
is brought to your attention and made very clear. That is part of the  
distinction of having a property in the Historic District. They are more  
valuable to a great extent and they consist of trying to continue with that  
distinction of having special unlike many other homes with architecture in  
such.  
Dr. Cynthia Mota stated that the houses are beautiful. They look so small,  
but yet when you go inside, it looks like a mansion inside, most spacious.  
Mr. Daryl Hendricks stated that he knows there is a home in the Historic  
District and it was painted a hard color and it sticks out like a sore thumb.  
Dr. Cynthia Mota stated oh well, more work needs to be done.  
Ms. Ce Ce Gerlach stated that they definitely and they are an international  
city and there are countries that people are coming from that don't have all  
these permits and bureaucrat red tape so they do what they do because  
that is what you do. Someone got to tell people that we love bureaucracy  
here.

education and Mr. Napoli talked about the $25,000, right. She stated so

Operating Rules and he would recommend if they do want to go that path  
that you look into the entire section because it could be fire or police that  
may have some other suggested amendments that they would like to make,  
but that is where in his mind would be the right way to handle it so that you  
build into this language the staggering process. He stated that they are in  
support of that. It is not an issue. It is just a way to get it done. It is where  
they are at odds.

that all the things that they found out about them and all of the red flags and  
given the fact that they have relationships and they have donated to  
people's campaign and so forth. They are not for the people who are  
complaining. They are basically to help the city of Allentown cover up what  
is being done to the employees. She stated therefore, they have done this  
Petition and asking you guys to grant what they are asking for. She stated  
stop the investigation with Duane Morris and remove Candida Affa from  
having any type of voting rights when it comes from the investigation since  
she can't make an unbias decision and giving how she has acted towards  
the community and telling them to shut up and walk in a way and she has no  
respect, especially for people of color who come up here and speak.

you guys should want to do the right thing stating that is why they elected

paying a firm to do an investigation, they are going to look out for your best  
interest and that is their main concern. Duane Morris has never done an  
investigation of discrimination investigation for people of color. They did it  
for companies and that is their main concern that they feel as though  
someone else should come and do the investigation. She stated that they  
strongly feel that way. She stated that they have Petitions signed and  
people feel exactly the same way they feel. Duane Morris should not be the  
person who does the investigation because it is a law firm and they want to

Mr. Ed Zucal stated that he has New Business. He stated that yesterday in  
the paper and on WFMZ he saw that they are selling the old bus terminal.  
Now, he remembers back when they were trying to sell or the city wanted to  
sell the Police Station at 10th and Hamilton, it was an Executive Session  
and all these meetings and they had to present to Council a Resolution in  
which under Section 528 Sale/Leasing of City Land reading the city owned  
real estate shall not be sold, conveyed, transferred or leased for a term in  
excess of five years without, without the prior authorization of City Council  
in a form of a Resolution adopted at a public meeting. There has been no  
Resolution presented to us that he is aware of, unless someone can correct  
him. Therefore, he believes this property is listed in error at this particular  
time anyway without following the process.  
Mr. Daryl Hendricks thanked Mr. Zucal and asked was it anything else for  
Good and Welfare.  
Ms. Ce Ce Gerlach stated that he came up to say something and asked  
Attorney Rosenthal if he came up to respond.  
Attorney Adam Rosenthal stated no. He came up to see if the Director  
needed anything.  
Mr. Daryl Hendricks stated ok, the meeting is adjourned.  
Ms. Ce Ce Gerlach asked what is up with that and asked are they selling a  
property and did they follow the Rules.  
Attorney Adam Rosenthal stated, yes, you passed a Resolution.  
Mr. Santo Napoli stated that he remembers this and doesn't know the exact  
meeting, but it was a sliver of land on American Parkway (the bus terminal).  
He remembers looking at the map on the iPad. He stated that he couldn't  
figure out where it was when they first discussed it. He remembers it  
because he could not figure out where it was and remembers looking at it  
on the map and this is all coming back to him.  
Mr. Ed Zucal stated that he knows there is a particular realtor that has his  
own assessment done on that. He stated that he doesn't remember how  
long ago that was and at that time, the property was not sold. He stated  
that Resolution would have had to come before Council since then.  
Ms. Jessica Baraket stated that it was October 16, 2024.  
Mr. Ed Zucal asked if Ms. Baraket has he Resolution number by chance.  
Ms. Jessica Baraket stated that she does and stated it is 183.  
Mr. Ed Zucal asked Ms. Baraket to read the Resolution.  
Ms. Jessica Baraket read the Resolution:  
WHEREAS, the City of Allentown is the record title holder of a parcel of  
ground, more or less 0.3537 acres (15,408 sq.ft.), located at 325 Hamilton  
St.; more specifically identified in EXHIBIT A; and  
WHEREAS, the parcel was formerly used as an intracity bus terminal by  
Transbridge Lines; and  
WHEREAS, Transbridge relocated operations to the Allentown Bus  
Terminal and terminated their lease with the City in March of 2023; and  
WHEREAS, the City determined that the parcel is no longer necessary for  
providing public services to the citizens of the City and wishes to sell the  
parcel; and  
WHEREAS, On February 22, 2024, the City’s Property Review  
Committee voted to recommend to the Administration the sale of the  
parcel; and  
WHEREAS, On February 22, 2024, City of Allentown Mayor Matthew Tuerk  
approved the Property Review Committee’s recommendation for  
sale of the parcel; and  
WHEREAS, Article IV, §5-28 of the City of Allentown Administrative  
Code states that City-owned real estate shall not be sold, conveyed,  
transferred or leased for a term in excess of five years without the prior  
authorization of City Council in the form of a resolution adopted at a public  
meeting; and  
WHEREAS, in the judgment of the City Council, the sale of this parcel is in  
the best interest of the City; and  
NOW, THEREFORE, BE IT RESOLVED that the Mayor is authorized to  
sell the parcel and is further authorized to execute all documents necessary  
to effectuate the sale.  
Mr. Ed Zucal asked was there a vote on that.  
Ms. Ce Ce Gerlach stated that it must have been.  
Ms. Jessica Baraket stated that she only has that.  
Mr. Ed Zucal stated that Mr. Hanlon can research that for us.  
Ms. Jessica Baraket stated that it was R183 on October 16, 2024.  
Mr. Ed Zucal stated that if it was present, it would have been over a year  
ago.  
Ms. Jessica Baraket stated no, 2024 October 16.  
Mr. Santo Napoli stated fur months ago.  
Mr. Ed Zucal stated to Ms. Baraket you said something about February  
22nd.  
Ms. Jessica Baraket stated that is when it went to the city's Property  
Review Committee and then they came to City Council on October 16,  
2024.  
Attorney Adam Rosenthal stated that the vote was 3 - 4. He stated that  
actually he has the vote. It was and you voted in favor, Mr. Zucal.  
Mr. Ed Zucal stated ok. That's fine.  
Attorney Adam Rosenthal stated that it was 5 - 2 on December 18, 2024.  
Mr. Ed Zucal stated ok, he stands corrected. Thank you.
