Ms. Betty Cauler pointed out some things that Reading, PA is doing. They  
are giving grants for parking pads behind your house to try to get some of  
the parking off the streets. They are giving incentives designed templates  
to help with stormwater compliance, parking help and giving financial help.  
They have a program called Citywide Parking Relief. They are creating  
parking in alleys, open parking lot, and stripe parking.  
Mr. Pas Simpson, 215 N. Ninth Street, stated that he is disappointed that  
there is still no RFP for these Credible Messengers. Summertime is  
coming. You got facts, data, and stats. He stated that he had five of the  
largest gangs come into our city to show support of the change necessary.  
Mr. Mark Lima, 523 W. Turner Street, stated that the Parking Authority is  
not a Fortune 500 Company. They exist to facilitate life within our city.  
They are not even doing that. He had an issue and with no response.  
There are no parking spaces left in Zone 2 after 5:00 PM. You can easily  
provide more parking spaces, but no one gave him a study or did anything  
about it.  
Mr. Don Ringer stated that he attended a band concert in New York last  
week at Carnegie Hall and the Allentown Band was featured. Tremendous,  
Tremendous band. He asked Allentown to give them more support. The  
band shell at West Park is in deplorable condition. He knows the city has  
the money to clean it up. There are other bands that use it. The Parking  
Authority is totally out of control. He does not need $10,000 to fix it and  
thinks the city should take it over.  
Mr. Alex Encelewski, 600 Block of Sixth Street, stated that the other night  
his alley was blocked. There is no parking on the street after 11:00 PM.  
He received two violations notes. It is not something he can afford. He  
asked the city to make it more walkable.  
Mr. Luis Acevedo, 2106 Baker Drive, stated that he is in support of Mayor  
Tuerk's Resolution requesting funds to hire a consultant and reviewing the  
Allentown Parking Authority. The citizens of Allentown is tire of the abuse.  
He asked Council to approve the Resolution unanimously.  
Mr. Greenberg Lumus, 621 Hamilton Street, stated that he owns the  
Mexican Restaurant up the street. He has been open for 10 months and he  
has all his tickets. He got $100 ticket for double parking for unloading his  
products at his restaurant. It is about $10,000 of tickets in 10 months. He  
asked the Parking Authority for a secure parking space in the parking lot,  
and they said he can pay $100 a month, but they don't guarantee him to  
have good parking when something going on at the PPL Center or any  
event.  
Mr. Daryl Hendricks asked Mr. Lumus to leave the Allentown Parking  
Authority list of tickets he received with Mr. Hanlon.  
Mr. Victor Martinez, 1125 Colorado Street, stated that as you can see  
residents and small businesses owners are being affected by the Parking  
Authority is implementing the Rules and Regulations by not being able to  
be lenient and listen in this case a business owner. It is time for  
transparency, and accountable with the Parking Authority. He knows there  
is going to be a Special Meeting going on, great. Decisions are being  
made all the time where the people and the community have no say. The  
City of Allentown should take over the Parking Authority.  
Ms. Nancy Moreno, 505 N. Seventh Street, stated that she is disappointed  
because she paid $150 for one minute. She went to pick up her niece at  
the beauty salon and for one minute for double parking. They sent her a bill  
for $150.  
Mr. Daryl Hendricks stated to leave it with the City Clerk and Council will  
take a look at it. Make sure you have your phone number and name.

Authorization for Contract with Kulik Strategic Advisers in the amount of  
$178,400.00 to provide a community health needs assessment and a  
community health improvement plan. The United States Centers for  
Disease Control and Prevention (CDC) establishes the public health  
activities that all communities should undertake to protect and promote the  
health of all people in the "10 Essential Public Health Services (EPHS)."  
These activities begin with the process of assessment; in order to know  
how health can be improved, a jurisdiction must first understand its needs,  
strengths, and assets. Therefore, community health needs assessment and  
a community health improvement plan is a key function of health  
departments.

Ms. Vicky Kistler stated that she wants to say it is the Community Health  
Needs Assessment that was discussed before Council.

Mr. Ed Zucal stated that this is an Assessment and Improvements Plan.  
What is wrong with the plan we have right now and why it is going to cost  
the citizens $178,400 to come up with another plan. What is wrong with the  
plan right now?  
Ms. Vicky Kistler stated that this is a grant funded community health needs  
assessment that is done by statistical analysis. It is done neighborhood by  
neighborhood, using a professional neighborhood group for community  
engagement and also to measure data using both hospital data, Allentown  
data, and combining citizen's input. This is a Comprehensive Health Plan.  
The funding for this is the Preparedness and Covid Funding that comes to  
the Health Department.

Grant for Phase 2 Construction of the Jordan Skatepark.

Mayor Matt Tuerk stated that the administration has been looking at this for  
a while. Rather than making an amendment on the fly to remove that  
language, we would be very happy to forward legislation in the very near  
term that would appropriately deal with dogs on Hamilton Street. He would  
happily work with any member of Council to get that legislation properly  
written to address the modern needs of our city.  
Mr. Michael Hanlon stated that it probably appears in other places.

Ms. Ce Ce Gerlach stated that it great to see and people are probably  
adopting and incarcerated for walking their dogs on Hamilton Street. It is  
great so that even though people haven't been incarcerated for walking  
their dogs on Hamilton Street, they are still taking a proactive approach at  
the legislation and updating it. She hopes that they can take the same  
approach on other ordinances in which people have not been incarcerated,  
but yet it is antiquated language.  
Mr. Daryl Hendricks thanked Ms. Gerlach and asked if there were any  
comments from the public.

Section 163-4C2 referring there is no dogs shall be allowed on the Hamilton Mall,

Allentown Parking Authority regarding operational options inclusive of but

Mayor Matt Tuerk asked if it is possible based on the outpouring of support  
that they have seen today for Council to Suspend the Rules and move this  
to a vote tonight.  
Mr. Michael Hanlon stated that they would just have to add a section to the  
Ordinance that you pass it by an affirmative vote of six out of seven  
members and you get rid of the 14-day period.  
Mr. Daryl Hendricks stated that he was going to wait until the committee  
meeting, but he will do it now. He asked for a Motion from one of his  
colleagues. He stated that he would like to add to this money from  
Council's account so that they can get a more thorough study done. He  
stated that he does not believe that $10,000 is going to be enough.  
Ms. Ce Ce Gerlach stated Point of Order, don't we need a Motion to  
Suspend the Rules first.

Mr. Daryl Hendricks asked if there were any questions or comments on the  
Motion.  
Ms. Ce Ce Gerlach stated that Mr. Hanlon sent out a number of items that  
could possibly be covered in this study. She stated that she would be  
interested in and will vote yes, but will be interested to see a couple of  
years ago there was an LSR request before Attorney Smith. Did he ever  
fulfill that? It would have the information that we were looking for. It was a  
request to see if we could dissolve the Parking Authority.  
Mayor Matt Tuerk stated correct. In addition to that assessment, the  
administration would like to an intel assessment to understand exactly what  
returning some of these services to the city of Allentown and what financial  
impact that would have on the city. He stated that they are trying to present  
as much information as possible to help us answer the question so that  
when Council is ultimately tasks with making decisions on how to move  
forward they will have all the information available. They can include that in  
the scope and that's why we want to make sure Council members are part  
of the group that develops the RFP for the study to be done.  
Ms. Ce Ce Gerlach asked if the analysis also look at a contract that existed  
now that needs to be updated, but hasn't been updated. She was at a  
Council meeting and the Controller mentioned the agreement between the  
Parking Authority and the city need to be updated.  
Mr. Jeffrey Glazier stated to Ms. Gerlach there are many numbers of  
contracts between the Parking Authority and the city regarding leases and  
rental and responsibilities. He would think all those things can certainly be  
in the purview of this study. It would be a great time to do it as well.  
Mr. Daryl Hendricks stated to Mayor Tuerk's point, he would like a member  
of Council o that committee and suggested Mr. Zucal with his background  
in law enforcement and spent a number of years in the traffic unit of the  
Allentown Police Department.  
Mayor Matt Tuerk stated that they always welcome Mr. Zucal's financial  
brain for this as well.  
Mr. Ed Zucal stated that he accepts that.  
A motion was made by Ed Zucal, seconded by Cynthia Mota, to add in the first  
paragraph after Other Contract Services $10,000 from Council's Office Account  
#000-01-0101-0001-46 and in Section One, adding Council's Office,  
000-01-0101-0001-46, Other Contract Services, $10,000.

Ms. Cynthia Mota stated that this will be a great thing. The community is  
asking for this and is obviously a lot of people are having issues. A study  
needs to be done. She is glad everybody voted yes. Let's see what the  
study says.  
Mr. Daryl Hendricks thanked Ms. Mota and asked if there were any  
comments from the public.  
Mayor Matt Tuerk stated that he is very happy that Council is choosing to  
move forward with this tonight. He was moved by a business owner that  
came to his office today unexpected and delivered a hand-written letter  
asking for the administration's help in resolving the issues that they are  
having in the city of Allentown, particularly around parking. That plea from  
that business owner is what made him understand what we need to do this  
tonight rather than extend it another couple of weeks. He stated that he  
appreciates the work that the members of the Board of the Allentown  
Parking Authority are doing to make improvements. He wants to make  
sure that the member of the public knows that the work they are doing is not  
an indictment of the work that the individual parking enforcement officers  
conducting. They are doing their jobs.  
Pastor Blount, Ripple, stated that as they do the study do they have  
anybody from the community to do the study. He asked how will they get  
the information on as to when.  
Mayor Matt Tuerk stated that they welcome the participation of members of  
our community. He stated that the city will be very public and will issue the  
RFP in a very public way and will work to bring people together relying on  
our City Council members to have the relationships in our community.  
Ms. Betty Cauler thanked the Mayor for moving on the public's concerns.  
It's been a long time coming.  
Mr. Daryl Hendricks asked if there is anybody else.  
Mr. Pas Simpson stated that how do we make sure that this does not end  
up like the other RFP. This is a quick vote.

Amending the Zoning Ordinance of the City of Allentown by allowing  
Elementary or Secondary School in an I3 zoning district if the subject lot is  
immediately adjacent to or directly across the street from a residential  
zoning district, and providing for a repealer clause, a severability clause,  
and an effective date.  
Mr. Daryl Hendricks asked if there were any public comments.  
Mr. Gene Berg, registered Architect from Gouck Architects, 1304 Hamilton  
Street, stated that they and their clients are asking Council to introduce that  
zoning amendment which would allow an elementary school or secondary  
school with special exception in parts of the I-2 and I-3 industrial districts  
that sits immediately adjacent to residential districts and an institutional  
use. He stated that his client's building is located on S. 12th Street and it  
would qualify because it is in an I-3 general industrial district across the  
street from an RM density residential district and next to a daycare center.  
He believes this is a good amendment to support.  
Mr. Daryl Hendricks thanked Mr. Berg stating that he will be notified when  
the next meeting from Community and Economic Development.  
Mr. Michael Hanlon stated that just so you know, they worked well with the  
Planning Department to come up with this text amendment.  
Mr. Julio Guridy stated that he comes in support of this Bill as well. Casa  
Guadalupe which he is president of the Board is working on developing a  
Charter School and looking at that specific property that is in question.  
There is no secret that we have a school district that needs a lot of support,  
and we just got a new superintendent that was sworn in last week. He  
thinks it is going to take a long time before they change the Charter School.  
Over 20 years ago with the school district was in the process of possibly  
being turned to the state to take over because the PSSA scores were  
extremely low. He was part of that empowerment team at that time. He  
hopes it gets a positive result and help our students.
