Mr. Julian Kern, 252 E. Walnut Street, Allentown Tenants Association,  
stated that Kenneth Heffentrager, the Co - Founder has passed away  
Sunday evening. He was an outspoken advocate for blight, trashed  
properties, and rental conditions. He always helped everybody.  
Ms. Jessica Ortiz, 523 Tilghman Street, stated that she is not sure, but  
there was an ordinance on Council not participating in any organization that  
gets funding. Did this pass and is it a law?  
Mr. Daryl Hendricks suggested that Ms. Ortiz provide the information to the  
Clerk and Council will look into it.  
Attorney Charles Smith stated that all the city's ordinances are available on  
that new ECode website.  
Mr. Michael Hanlon stated that Ms. Ortiz can go to the Ethics Ordinance.  
He stated that he will send her a link tomorrow.  
Ms. Milagros Canales, 532 N. Walnut Street - Old Fairgrounds  
Neighborhood Association, stated that Jordan Heights participated in the  
Winter League with the Parks and Recreation. It was an amazing  
opportunity. It is about personal growth. She stated that she hopes in the  
summer, the Council members come out and support the teams.  
Ms. Betty Cauler, 2212 W. Tilghman Street, stated that she is here to  
discuss her favorite subject the Parking Authority. She demands stricter  
oversight. She asked if it could be a member of the Police Department to  
be on the board. She talked about an alley problem and self-regulation.  
She asked for a night meeting with the Police Department, Parking  
Authority and Council to go over these problems.  
Mr. Samuel Chapman, 418 N. Law Street, stated that he truly believes that  
they are put on this earth to be Guardian Angels. There was a situation  
involving a boiler and Lehigh Valley LLC otherwise operating by Richard  
Smith. he stated that he has eight copies of a Police Report. There is a  
landlord/tenant situation, and they will be homeless by Monday. The owner  
is not there for the five-year inspection and numerous constructional issues.  
There was an incident where he filed an eviction. Judge Devine dismissed  
it.  
Ms. Vicky Kistler stated that she will continue working with Heidi  
Westerman. She is very involved in working with this situation and  
Community and Economic Development will continue to do what they can  
do.

$72,735.30 to provide and implement a Lone Worker Emergency Alert  
System across multiple departments and facilities of varying sizes and  
scopes. Specifically, the City needs a system that is easy to use and  
maintain, provides timely alerts, is highly reliable and accurate, and  
provides coverage within many different environments. There were multiple  
bidders; the contract is for three (3) years, upon written consent the contract  
term may be extended for up to two (2) additional one (1) year terms.

Towing Service for a total estimated sum of $10,000 per contract year to  
provide towing services for City Fleet vehicles to the City of Allentown. The  
City of Allentown currently operates a fleet of 620 vehicles and equipment.  
This project was competitively bid, one (1) response was received.; the  
contract is for one (1) year, upon written consent the contract term may be  
extended for up to four (4) additional one (1) year terms.

The Committee met this evening; the next meeting is scheduled for February 22 - we  
are scheduled to have our previous auditors review the CAFR.

The committee met last Wednesday and reviewed the department's priorities, it was  
very informative, and we would like to thank the director and staff for the dialogue;  
the next meeting is scheduled for February 22 at 5:30.  
Human Resources, Administration and Appointments: Chair Santos, Zucal, Napoli  
The Committee has not met since the last council meeting; there are no future  
meetings scheduled at this time.  
Parks and Recreation: Chair Gerlach, Affa, Mota  
The Committee has not met since the last council meeting; the next meeting is  
scheduled for March 1 at 5:30 PM to review items being introduced this evening,  
priorities of the department and a look at the current draft of revisions to the  
Recreation Commission legislation.  
Public Safety: Chair Affa, Hendricks, Zucal  
There was a Special Meeting and for March 8th at 6:00 PM. She is putting it on hold.  
She will talk to Department Heads and get back to them.

The Committee has not met since the last council meeting; the next meeting is  
scheduled for March 1 at 6:15 PM to review Bill 10, which is being introduced this  
evening - a street dedication for John Snyder, former Little League President of the

Mr. Jeffrey Glazier stated that with the November P-Cards it is nothing to report. It  
was a few exceptions. He went over the issues on December P-Cards.  
Mr. Daryl Hendricks stated that he sees a note here were Mr. Glazier stated that  
there were no city expenditures regarding a trip to the Dominican Republic.  
Mr. Jeffrey Glazer stated that he was asked about that over the reviews that they  
have done throughout the summer and fall from Accounts Payable checks and  
P-Cards and did not identify any expenses.

Capital Fund to cover expenses for the Irving Pool Project.

Ms. Ce Ce Gerlach asked if Council going to remove the pool and discuss  
Credible Messenger.

Mr. Michael Hanlon stated that you still have one Bill. He cannot split the  
Bill at this point in time. You have a motion to approve the ARPA funding  
on the Bill.  
Attorney Charles Smith stated that Ms. Gerlach made a motion to bifurcate  
the vote on the Bill. What her motion is that Council would consider Irving  
Pool $1.2 million at one time and consider separately the $100,000.  
Mr. Michael Hanlon stated that it is the same Bill.  
Ms. Ce Ce Gerlach stated for obvious reasons, we are all on various  
pages when it comes to Credible Messenger. She is fully in support and  
some of Council are not and want to table or collect data.  
Ms. Cynthia Mota stated that she is in agreement. It makes a lot of sense.  
Mr. Daryl Hendricks asked if there were any comments, questions, or  
concerns from his colleagues or the public.  
Ms. Ce Ce Gerlach discussed and asked if Council can wait to table until  
people to talk. She is in favor of getting an expert that knows how to craft  
an RFP that could then be put out to all these organizations and get the  
best Credible Messenger Program. If we are going to do it, we have to do  
it right. It is a PILOT Program.  
Mr. Daryl Hendricks asked if there were any comments, questions, or  
concerns from his colleagues or the public.  
Mr. Dennis Fabo, 26 Livingston Avenue - Ambassador to the National  
Credible Messenger Movement of the Northeast, stated that they came in  
solidarity for the city of Allentown to show that they all been working  
together. Government gets uncomfortable to giving money to the  
community. This project is just not a program, it is a unification on  
marriage on system-based services and community-based services. In  
Hudson County, there was a 60 percent reduction in homicides, 40 percent  
reduction in shootings, 40 percent in juvenile criminal complaints and  
currently have youth in shelters in Hudson County. The judge has an  
instrument in the courtroom.  
Ms. Candida Affa asked who financed it in Hudson County and how many  
cities and what are the names of the cities.  
Mr. Dennis Fabo stated that Hudson County is financed by the county and  
Camden got money from the city and the county. Jersey City is also going  
to fund them. They have an RFP out right now and the state of New Jersey  
started the Department of Violence Prevention. It is more about the buy-in  
Ms. Candida Affa stated that many of the them believe that the county  
should finance it.  
Mr. Daryl Hendricks stated that is part of his reluctance. The city has to  
involve the county because it has the juvenile system and the justice  
system. The city can't control the courts.  
Ms. Jessica Ortiz, 523 Tilghman Street, stated that she really appreciates  
the Credible Messengers supporting Allentown. The people decide who is  
credible. She has been watching the Credible Messengers for three years  
and she has not seen anyone discredit them. We have an RFP put out for  
the same organization that has already been funded. She stated that  
Promise Neighborhoods has received so much money. She stated the  
number one fact is that they are not credible.  
Mr. Antonne Henshaw, 215 N. 9th Street - Credible Messenger from  
Camden, NJ, stated that the main purpose of the movement is to use a  
public health approach with a harm reduction strategy. It is about  
community stakeholders. How do you keep people from going back into  
the system? It begins in the community. The main thing is public health  
and has to look at it as an investment of our young people in the  
community.  
Mr. Ed Zucal asked how closely do they work with the police.  
Mr. Antonne Henshaw stated there is a degree of separation and it has to  
be. It is not a negative thing. What they found with the young people, they  
have liaison on the ground in the community with the stakeholders.  
Mr. Pas Simpson, 215 N. 9th Street - Allentown Credible Messenger,  
stated that as you can see, they are not alone. They are not funded. They  
have been doing the work for years now. He stated that Council needs  
people like him that can go out there and speak to the problem and the  
solution.  
Mr. Jose Rivera, 118 1/2 S. 15th Street, stated that the majority of the work  
he has done was in this city. When the probation department calls him, he  
does not ask what city the kids are from. When state parole comes to him,  
he does not care where these men come from. They got dropped off in our  
city. Nine people come to our city from state prisons a month, compared to  
45 - 100 that goes on the bus.  
A motion was made by Ce-Ce Gerlach, seconded by Cynthia Mota, that these two  
items are voted on separately and approve the Irving Pool Project funding that is  
part of Bill 4 and have a conversation about Credible Messenger

Ms. Candida Affa asked if Ms. Gerlach said $50,000 out of City Council's  
budget and $50,000 from the administration.  
Ms. Ce Ce Gerlach stated that the only money at hand is the $100,000.  
Ms. Candida Affa stated that she finds it interesting that Ms. Ortiz talked  
about an organization that got hundreds of hundreds and thousands of  
grants.  
Ms. Natalie Santos stated that Ms. Gerlach is asking instead of having one  
person come in, just do it as a joint.  
Ms. Ce Ce Gerlach stated no. Right now the $100,000 that would be used  
to have someone help us, is solely in the mayor's budget.  
Ms. Candida Affa asked if it is coming out of the ARPA funding.  
Mr. Daryl Hendricks stated that $100,000.  
Ms. Vicky Kistler stated that on behalf of the administration she does not  
believe there is no money in the mayor's budget at this point. The ARPA  
money is still the ARPA money that is out there.  
Mr. Daryl Hendricks asked if there were any comments from the dais.  
Ms. Candida Affa asked the $100,000 of the ARPA money, $50,000 would  
come from Council and $50,000 would come the mayor's office.  
Mr. Daryl Hendricks asked if it ties the city into the Credible Messenger  
and stated that would like it to go to a consultant for review of city and  
county data related to criminal activity and propose an appropriate model  
to deal with it.  
Ms. Ce Ce Gerlach stated that she does not want to include that as part of  
her motion.  
Ms. Jessica Ortiz stated that Promise Neighborhoods already got the  
money to do what exactly you have asked. She went through funding that  
Promise Neighborhoods received from 2017 - present to keep analyzing of  
what is credible. They received funding from the county, the state and the  
United States government.  
Mr. Lance Lopsey, 779 E. Washington Street, thanked Credible  
Messenger from coming out here from New Jersey. He talked about  
spending $1 million to redo the Zion Church, but we can't put a million into  
our youth. He stated that Council is failing the city.  
Pastor Jim Rivera, stated that he has been here for 30 years in the city of  
Allentown. He remembers for years he got 60 - 70 guns off the streets and  
nobody ever called in a snitch. If Credible Messenger is not networked with  
everything else, it is not networking. His food bank feeds 140 families a  
week and you don't hear anything about money. He has a gymnasium and  
a handball court, and pickleball. He has not heard any Credible anybody  
that said can we use your gym.  
Mr. Pas Simpson, stated that he loves Pastor Jimmy. He stated that he  
has also been doing the work for 27 years now and the first time he hired a  
felon. He talked about the research and asked Council if they are bold  
enough to make a decision.  
Mr. Michael Hanlon stated that the motion on the table is simply to change  
that Section 3, 46 Account $100,000 to include office of City Council  
$50,000 and $50,000 from the Mayor's office.  
Ms. Ce Ce Gerlach stated and a motion for Credible Messenger.  
Ms. Candida Affa asked about what happened to the PILOT program  
overseen by Cedar Crest College and the $100,000 would be given to the  
PILOT program.  
Mr. Daryl Hendricks stated that there is no stipulation on that money other  
than putting it in the accounts. He asked his colleagues if they had any  
other questions.  
A motion was made by Ce-Ce Gerlach, seconded by Natalie Santos, to put half or  
$50,000 into the City Council's budget so that the process is a joint pursuit  
administered by both the mayor's office and Council's office.

Ns. Natalie Santos asked if the consultant be running the PILOT program.  
Ms. Ce Ce Gerlach stated no. The consultant's job is to come in and help  
to figure what the RFP should look like.  
Mr. Ed Zucal stated that it sums up what we have been dealing with the  
whole night about organizations getting money and not doing nothing. He  
stated that the city made mistakes in the past doing that. It has to be an  
outside person that gets this money.  
Mr. Daryl Hendricks stated that they are going with a program that they do  
not know work here. They are not including the criminal justice system and  
the county. The city could be headed for trouble with that.  
Mr. Ed Zucal stated that part of the consultant's job is to do exactly what you  
are saying.  
Ms. Ce Ce Gerlach stated that part of their task would be to interface with  
the county, the juvenile justice system, Restorative Justice, and all these  
other entities that involved.  
Mr. Santo Napoli asked how to deal with competing motions.  
Mr. Michael Hanlon stated that they need to take the action. You are  
appropriating money into an account. He stated that he has to do  
something with this ordinance like adding a Section 9 that says the  
$100,000 expenditure noted above is used to draft an RFP inclusive of  
hiring a consultant to examine and evaluate data relating to at-risk juveniles  
in the justice system.  
Mr. Santo Napoli stated that they are learning about different opportunities  
to address violence in Allentown.  
Mr. Daryl Hendricks asked if there were any other comments from the dais.

Ms. Jessica Ortiz stated that he is invested in exactly what you are  
proposing. He is not from here. He is been doing the time and doing the  
numbers. Why make it complicated? Why not hire the team as a  
consultant to design something for our city.  
Ms. Kari Holmes, 1451 W. Chew Street, thanked Council for the motions  
that have been presented to share responsibilities. It entire does make  
sense to have someone outside come in. We have seen a pattern of  
leadership. She talked about the challenge in the integrity of the research  
and the RFP, but still powerful work being done in the community.  
Ms. Milagros Canales, Old Fairgrounds, talked about when the Credible  
Messengers first came and who was a part of process. She stated that  
she was here since the first table and never got funded.  
Ms. Pas Simpson stated that the reason they need to bring in an outside  
consultant is because how many of them think they know what they are  
doing, none of them have written an RFP. He stated that the city cannot  
give to Cedar Crest College because they did not finish the last thing that  
you gave them. They are not prepared and not boots to the ground.  
Pastor Jimmy Rivera talked about unity with organizations and people who  
care and invested at the table and has a stake in it. If you can get a  
professional and someone can do something better, come on and call  
someone. He stated to have people with boots on the ground dug in,  
experienced it and felt it, at least have them at a pre-meeting at the table  
and network.  
Mr. Antonne Henshaw stated that one of the things he wants to share is  
exactly what they are trying to do. They did. One day they were at a City  
Council meeting in Burlington County in New Jersey and it was about  
coming to be a service of. They want to make it a public health initiative  
using Credible Messenging as a crime reduction strategy.  
Mr. Michael Hanlon stated that it is the intent of City Council to work with the  
Mayor/Administration to draft an RFP to hire a consultant to examine and  
evaluate data related to at-risk juveniles in the justice system that is not  
limited to and create an appropriate infrastructure, reporting requirement,  
PILOT program and evaluation metrics for a Credible Messenger program.  
He stated that you cannot create an RFP on the fly. You make a  
commitment to do that.  
Ms. Cynthia Mota stated that she likes that. She believes that is fair.  
Mr. Michael Hanlon stated that the Mayor needs to buy into it.  
Ms. Ce Ce Gerlach that this is not to actually hire the Credible Messengers.  
This is to get someone in here to get the paperwork together, get things in  
order so they can then hire folks that have been here for 20, 30 or 40 years.

A motion was made by Ce-Ce Gerlach, seconded by Ed Zucal, to establish a  
committee to draft an RFP by hiring a consultant to help develop such RFP that  
would seek a certified Credible Messenger Program to do services in the city.  
The consultant will also evaluate data relating to at-risk juveniles in the justice  
system, determine what infrastructure is needed in order for the city to effectively  
execute a credible messenger program.

Fred Andrayko. The administration is more than proud to present her as  
the candidate.

Bill 10 Public Works, this evening  
Providing that a section of Ann Street on the east side of Allentown  
between East Maple Street, South Albert Street, East Walnut Street and  
South Bradford Street, be called “John Snyder Way.” This was initially  
introduced as a resolution, the committee had no issues changing the  
name of the street, which needs to be done by ordinance. There are no  
property owners impacted by the legislation. Public Works is fine with the  
change.

Mr. Julian Kern, 252 E. Walnut Street, stated that he is full support of  
renaming that street John Snyder Way because he had the honor to know  
John in some capacity living right down the block from the Eastside  
Memorial Baseball League that he coached at and maintained the property  
with his dad. He would see him hard at work with the kids and maintaining  
the property. He died too young.

NFPA 1971 approved turnout gear for our new recruits. This ensemble will  
include a turnout coat, pants, helmet, one pair of boots, two pairs of gloves,  
two hoods, and an individual face piece which is properly fit-tested.
