$18,500.00 per contract year to design, administer, score, and support a  
comprehensive two-phase promotional examination process for the rank of  
Police Sergeant. This process will consist of a written examination and an  
oral assessment, both of which must adhere to the City of Allentown’s Civil  
Service Rules and be conducted under the direction of the Civil Service  
Board. The contract term shall commence upon full execution and shall  
cease one (1) year thereafter. The contract may be extended for up to two  
(2) additional one (1) year terms beyond the contract expiration period at  
the same annual terms of the initial term.

members and conducted both technical and cost evaluation. Proposals  
were evaluated based on IBE preference and the ability to meet RFP  
requirements, prior experience, team member qualifications and costs.  
After evaluating the proposals, the evaluation committee decided not to  
move forward with the Oral Presentation. The committee is recommending  
an award to the highest scored vendor, Aspirant Consulting Group.

Erosion and Sediment Control Plan, bid specification documents, and the  
cost estimate to add the PCSM items to the project.

The Budget meetings will be run by the Committees and their Chairs. That schedule  
will be covered in the committee reports that follow; I will then work with Council to  
set up meetings of the full body to act on amendments, take public comment, and  
adopt the budget bills.  
Budget and Finance: Chair Napoli, Santos, Gerlach  
The Committee has not met since the last council meeting; the next meeting is  
scheduled for October 22 at 6 PM to review the budget. This will be inclusive of a  
general overview, 5 Year Plan, Revenue and Expenditure estimates; Budget and  
Finance budgets, Debt Service Fund, Risk Management Fund and Capital Projects.  
Community and Economic Development, Chair Mota, Hendricks, Napoli  
The Committee met this evening; the next meeting is scheduled for October 22 at  
6:30 PM to review the CED budget, inclusive of Rental Unit Licensing Fund, Federal  
Funds, and Housing Fund.  
Human Resources, Administration and Appointments: Chair Santos, Napoli,  
Hendricks  
The Committee has not met since the last council meeting; the next meeting is  
scheduled for October 29th at 6 PM for a budget review inclusive of Human  
Resources, Information Services, Solicitor, Controller and Council.

The Committee met this evening; the next meeting is scheduled for October 29th at  
6:30 PM to review the legislation being referred tonight and also to the review of the  
budget.

The Committee met this evening; the next meeting is scheduled for November 5 at  
5:45 PM to review the Public Safety budget inclusive of the Police, Fire and EMS  
budgets.

The Committee has not met since the last meeting; the next meeting is scheduled for  
November 5th at 6:15 PM - the committee will review Bill 81 and the Public Works  
budget inclusive of Solid Waste Fund, Liquid Fuels, Administrative Order Fund, and  
Stormwater Fund.

The Committee has not met since the last council meeting; there are no future

Controller's Report  
Mr. Jeffrey Glazier stated thank you Mr. President and stated that he has a brief  
Report for the P Card Review for the month of May 2025. They reviewed 225  
Statements and those 225 statements were 722 documents and the total dollar  
amount was 224,382.51. The findings are as follow: There were a number of  
transactions that had the wrong account listed. The departments were advised and  
made corresponding journal entries to correct them. The city clearly with the P Card  
Statement doing a lot of transactions with P Cards and as we know from our own  
experience vendors may also charge a surcharge. He stated that this remains  
contrary to city policy. He stated that they have at least two instances where they  
paid the surcharge. The departments were advised and when they can pay for these  
purchases via check in the future. He stated that he does note that the landscape  
seems to be changing and more businesses charge a surcharge. He stated that  
even if you pay your taxes or by licenses, the city is paying a surcharge for that. He  
stated that it may be a situation where the city needs revise its guidelines sometime  
in the future. He stated and finally, there were a number of invoices that was five  
invoices that were paid late. The departments were advised and responded with a  
reasons why those invoices were paid late. He stated that is his Report.

Mr. Ed Zucal thanked president Hendricks and stated that he must say that  
he will not be voting for this tonight. He actually had a professional zoning  
person look at this. It is not very community friendly. Its structure is  
absolutely not even close to prior Zoning codes. It even says that it would  
make the issue more dense. He stated that they already have people and  
it is overcrowded downtown. He stated that they heard the gentlemen talk  
about there will be more spaces for bikes and things like that, but with more  
development and residential development as well, you are going to have  
more families, more cars and it has been nothing talked about the parking  
issue which they already have a parking issue. he stated that he is not  
comfortable voting on this at this time. He stated maybe in the future if they  
can come up with a better way to settle the overcrowding. He stated that  
obviously he will not be here for that, but then he would probably consider it,  
but not at this time. He thanked Mr. Hendricks.  
Mr. Daryl Hendricks thanked Mr. Zucal. He asked anybody else on the  
dais.  
Mr. Santo Napoli stated that he will jump in. He stated that it has been a  
long time coming for this and he can say that there has been a lot of  
meetings and a lot of Zoom calls. This has been one the most extensive  
processes he ever seen. The amount of work that came in from  
consultants from our city staff. He stated that this was shared with the  
Lehigh Valley Planning Commission which really applauded the new  
Zoning Guidelines. The Planning Commission played a part, the Zoning  
Board, EAC, and it really when people talk about Zoning, it is really about  
how are we going to look at the city in the next 30, 40, 50 years. He stated  
that they look at affordable housing and talk about it all the time. The  
Zoning is a foundation for encouraging affordable housing. He stated that  
they can't do affordable housing without updated zoning laws. Creating  
jobs, whether it is small businesses, small manufacturing stating this new  
zoning will helping create jobs. He stated that it will add density in the right  
places. He stated that he knows for a fact that there were many instances  
where they looked at different parts of the city and said this is not an  
adequate place for more density. The zoning was appropriately updated in  
a way that density where there was opportunity for it. He stated that he is  
all about jobs. He stated that he is a job creator and all for affordable  
housing and the way they are going to accomplish and achieve those goals  
is to update our zoning. He stated great job by your team and stated that  
he appreciates all the hard work. He thanked Mr. Hendricks.  
Mr. Daryl Hendricks thanked Mr. Napoli. He asked anybody else. He  
asked if there were any comments from the public. He said seeing none  
and he too what to add his congratulations to the team for the hard work.  
He stated that this was not an easy undertaking. It is not done that often for  
that reason, but thinks they were very diligent regardless how others may

please step forward and stated good evening. He stated that he would like  
to thank them all for Tabling this.  
Mr. Al Blount stated good evening and stated that his name is Al Blount and  
Jerry Christian is his mentor. He thanked the Council for taking this up. If it  
is approved and approving this and stated that Jerry is so deserving of this.  
He stated that Jerry Christian is probably his DNA may be in the hundreds  
of men now because of all the lives that he has touched. He stated starting  
at Valania Park and moving on to Cumberland Gardens and the  
Community Center there. He was the Director of the Housing Project  
there. He was one of this first, if not the first Black name that he seen in a  
suit. He was the first professional that he has seen on a daily basis. Jerry  
Christian was and is a devout Christian man. Nothing comes become his  
Faith stating he explained this out to us. He role modeled what he spoke to  
them about. He didn't just tell them, he role modeled and started everyday.  
He stated that Jerry Christian stayed late with them. Jerry Christian was  
just married and had a baby girl and was getting home late and he was  
sure there were some interesting conversations when he got home. He  
was such a giving caring, kind man. Again, he played semi pro basketball.  
He stated if anybody remembered the Allentown Jets, Jerry was a part of  
that. They were a semi pro basketball team and was the foreign team to  
the New York Nets. He stated that Jerry had those guys come to  
Cumberland Gardens and actually play basketball with them and speak to  
them about their lives. They were thinking that they made this money with  
basketball players because every city young man thinks he might like  
basketball. If they play football, they would get knocked on their butt. They  
believe they can play basketball. He stated that Jerry brought these guys to  
share with them and these guys were coming from oversees and play ball

said. Jerry Christian was a good mentor for many of us young kids. He  
stated you, Daryl Hendricks was a big guy for us too as a police officer. He  
stated that they were young kids and stating he was one of the big  
troublemakers. He stated that Mr. Hendricks lead them in the right  
direction. He stated that Jerry mentored a whole lot of them. He stated as  
far as Valania Park goes, he brought a whole lot of big players down there  
which lead a lot of players to want to play basketball. He stated like Al said  
he meant a lot to the whole Valley because he mentored a lot of people in  
Allentown, Bethlehem and Easton. He stated that like he said when it came  
to the Allentown Jets, he was there and brought the players over. He let  
them do everything. He kept out of trouble. If it wasn't for him, there would  
have been a lot more of them going to jail instead of going to basketball  
games. He stated that he think this is a great thing and a good one for him  
and he deserves it.

that he was a true pioneer and a very important person in the community.

from Lindenville High School and took classes a Genesee Community  
College and Central Texas College and served in the United States Army,  
where he served as a Calvary Scout, Unit Armorer, Military Police Officer,  
and a Military Police K-9 Officer. Alexandra Rossi, no relations to Sheriff  
Rossi. Alexandra is a 24 year old resident of Allentown who has an  
associate's degree in Sociology from Northampton Community College  
and is currently working toward her Bachelor's degree in Sociology from  
Kutztown University. Alexandra currently serves in the Army National Guard  
as a Patrol and Supplies Specialist. And, finally, we have Gregory  
Solensky. A 36 year old resident of Palmerton, PA, who graduated from  
Parkland High School and took classes at LCCC and has been a certified  
paramedic since 2014. He stated that he just wants to give them that  
update.

comments from the public. He stated that do to the importance of the  
impact of this Bill and what it will have on not all the city bureaus, he  
believes it is best to have all Council members present to review and  
evaluate the merits of it. He stated that he will be forwarding this Bill to a  
Committee of the Whole.  
Ms. Ce Ce Gerlach stated that she just has a quick question on that.  
Mr. Daryl Hendricks stated certainly.  
Ms. Ce Ce Gerlach stated that the sponsor and the co-sponsor of the Bill  
are both on the Parks and Recreation Committee. She stated that she has  
noticed a historical trend that when a sponsor of a piece of legislation  
introduces something, it tends to go to that committee. She stated that  
seems to not happen when she introduces legislation stating it seems  
when she introduces legislation, it always ends up at a Committee of the  
Whole, a Special Committee, or a Committee she doesn't sit on. She  
stated that she doesn't even get a vote on the committee level. In this  
situation, they are dealing with unsheltered folks, many of whom they had a  
couple of weeks ago sat up in West Park which is Parks and Rec. She  
stated that they have many of them who are setting up along trails which is  
Parks and Recreation. She stated that they have many of them who are  
setting up along waterways which is Parks and Recreation. She stated that  
she knows the attempt and why this is being sent to the Committee of the  
Whole. It is so that everyone can be there and it will get tabled since the  
mayor called everyone up. She stated to Mr. Zucal, she doesn't know if he  
called you, Zucal up and stated that she knows that he didn't call Natalie up.  
She knows that he called everyone else up and he issued his not approval  
of this. He doesn't want this to go anywhere. He wants this to die and she  
knows what this effort is. She stated that she doesn't appreciate political  
manipulation to get the outcome that you want. She stated that if you  
wanted it tabled, then table it at the regular Council meeting. She stated  
that vote against it, make amendments to it, but to do political manipulation  
you don't need to and it seems like it is typically done with Bills that she  
introduces which typically tends to be for the unsheltered population or  
dealing with housing. She finds that to be very distasteful and would like it  
to be sent to Parks and Recreation. She stated let us discuss it, let us  
amend it, and let it be sent to the regular Council meeting and vote against  
it if you don't like it or propose something different.  
Mr. Daryl Hendricks stated that he explained his reasons and stated that  
the mayor did not call him up.  
Ms. Ce Ce Gerlach stated that he said he did.  
Mr. Daryl Hendricks stated no, he did not. He stated that it will go through  
Committee of the Whole as he said because of the impact it has on the
