back table - provide them to the clerk before speaking. Include your name and

the agenda. Public comment during consideration of ordinances, resolutions and  
motions is limited by topic – your comments must be relevant to the subject matter  
of the proposed legislation. Public comments are taken before council votes on

You are given privilege of the floor to provide public comment, it is not a  
question-and-answer session. If you are speaking on behalf of yourself, you have  
three minutes and if you are speaking on behalf of a group that has several members  
present, you will be given five minutes in place of everyone coming to the podium.  
Please address the Council President not individual councilpersons or city staff.  
Refrain from insulting or defaming staff, officials, and the public; refrain from using  
offensive language, cursing, and making noises while other people are speaking.  
State your position clearly and concisely for our consideration.  
Please be aware that comments and/or behavior in violation of these rules will result  
in a forfeiture of all remaining time and you will be asked to return to your seat.  
Mr. Saleed Georges stated three hours and 18 minutes later. He  
applauded Council for all that they do on a daily basis, weekly basis,  
monthly basis for the city of Allentown. He stated that he is actually a little  
disgusted, if he is being honest with the level of pettiness and  
unprofessionalism that he has seen in this room tonight. He apologized on  
behalf of the lack of respect and pettiness he saw in here. He apologized  
for all that they all do. He stated that he is here for something very  
important. He is a minority himself and it is very important to him and it is  
something that boils his blood more than anything. He stated President  
Hendricks stating you probably know more than him from his times on  
patrol, but roughly the 900 block to the 1500 block of Union Boulevard is  
now known as afterhours central in Allentown and there is a problem. They  
were successful in shutting down Synergy. He stated because of the APD  
and the mayor for that. He stated that he applaud APD and his you drive  
down his house that says he loves support and pray for Allentown Police.  
He stated that he only felt safe in their presence, even as an immigrant. He  
stated that the concern is that they have drunk people at two, three and four  
in the morning. Still drinking, causing a ruckus. He stated that he was here  
last year and the vehicles had bullets in them. He asked do you guys don't  
remember. If not, he stated that he would remind them. There was a bullet  
hole that went above the headrest of where his nephew sits in his car seat.  
He asked when is enough enough. He stated that he has been in Allentown  
pretty long. He stated that former Sergeant Zucal knows him from when he  
was this big. There was one shooting at Horizon - one shooting at Horizon  
and Horizon was shutdown. Synergy had a stabbing. Someone bled out  
outside his parents house. They had another shooting where rounds were  
exchanged like the wild wild west and bullet holes entered several of his  
families vehicles. He asked when is enough enough. He stated that the  
place in question from the most recent incident that he shouldn't have to  
name it. He stated that they are all familiar with it. He stated that he  
doesn't believe it is a restaurant. He stated that he drives by that place 25  
times a day. There isn't a light on in the place. It is not bustling for lunch. It  
is solely an afterhours spot. IF he can apply for a business license and say  
he wants to open a gas station, but inside he is running a gentlemen's club  
and no one can tell him nothing. He stated then d *mn-it, that's ok. He  
stated right, that's ok. That's what they are saying. Just giving anybody a  
f*cking business license. He stated pardon his French. Give anybody a  
business license because they have an entrepreneurship and want to open  
a business in the city, great. The business that they are opening or  
betraying that they are opening is not as such. When a business opens at  
1:30 in in the morning to 2:00 AM. He stated that his brother moved out of  
the city because of bullet holes in his truck. He stated that he might follow,  
sadly. He stated that he would like them to put a Motion in place to  
shutdown and not allow an afterhours spot within the city limits. If not, he  
thinks it is going to be more bloodshed. He stated there were bullet holes  
already from the exchange of gunfire. Someone was stabbed and bled out  
in front of his parents house and now they just had another homicide this  
past weekend. He woke up on a Sunday to get his morning cup of coffee  
to see caution tape and police activity at 6:37 in the morning. He stated  
enough is enough City Council. He stated enough is enough. These  
places are not good for our community. They put in jeopardy our public  
safety and not conducive to a healthy environment where someone wants to  
raise a family. He stated that he hopes his message is clear. He stated  
thankfully he shaved his head and can take off his hat to them. He stated  
that he is disgusted.  
Mr. Daryl Hendricks stated that he can see that and would not normally do  
this, but will respond to him. He stated that just this evening, he spoke to  
the chairman of the Public Safety committee, Ms. Affa and wasn't able to  
speak to Mr. Zucal yet who is also a member of that committee and told her  
that he wants her to talk to the administration and form a committee to look  
into how they can deal with afterhours clubs. He stated that they need to  
take more action.  
Mr. Saleed Georges stated that it has become known that Union Boulevard  
is an afterhours spot. He asked what are you doing Saturday at 2:30 AM  
and stated that he will pick him up and they can go and check them out if  
they want.  
Mr. Daryl Hendricks stated that he probably will be sleeping at that time.  
Mr. Saleed Georges stated that is what you should be doing at 2:30 in the  
morning. He stated to seek more adventure and alcohol at 2:30 in the  
morning because nothing good comes out of it. He stated that it is proof in  
the pudding. He stated that he doesn't need anyone's justification or  
reasoning or proof or evidence or give them another chance.  
Mr. Daryl Hendricks stated to keep in mind that they are restricted by a lot  
of the law, but again, they are going to look to do whatever they can do.  
Whatever it takes to shut these illegal places down.  
Mr. Saleed Georges stated that it should be something to take some type  
of permanent immediate action at least. He stated that he has the upmost  
faith in you guys. He stated again, he wants to apologize for the lack of  
disrespect he saw in this room towards you guys. He stated that they work  
very hard and diligently at your job.  
Mr. Daryl Hendricks stated to him, that you waited a long time tonight.  
Mr. Saleed Georges stated that he will wait if there is a message to be  
conveyed to the city that he loves. He stated that he will wait and stated he  
will wait.  
Mr. Daryl Hendricks stated rest assure they will do what they need to do.  
Mr. Saleed Georges stated that again, he want to make this notation and  
stated that if someone cannot respect these Chambers and respect the  
Rules that apply to these Chambers, this is not the platform for them to  
come to speak to the public. It is a bad representation of the citizens of  
Allentown.  
Ms. Candida Affa asked him to give his name and number, if he doesn't  
mind. She stated that she will call him personally.  
Mr. Saleed Georges stated sure. No problem.  
Mr. Michael Hanlon stated he has it.  
Ms. Karen Ocasio, Southside Allentown, stated that they want to put  
something on the agenda and something happened and they couldn't. She  
stated that she wanted to come up here and speak on it. She stated that  
we, the undersigned citizens, feel it is crucial to convey our deep concern  
regarding Mayor Matthew Tuerk’s recent actions and inactions and  
City Council Board Member Candida Affa. Numerous allegations of  
racism, prejudice, and unfair labor practices have put city employees in  
precarious positions. Given the public's declining confidence in our city's  
leadership, we demand immediate action to ensure justice and  
accountability. We respectfully request the Allentown City Council to place  
the following on the agenda for vote: Recusal of Council Member: Council  
Member Affa should refrain from voting or making decisions about the  
ongoing investigation. Her involvement and recent Facebook post create a  
conflict of interest and may compromise its integrity. Removal of Duane  
Morris Law Firm: We call for the removal of the Duane Morris law firm from  
the investigation for the following reasons: At the January 15, 2025,  
special city council meeting, it was revealed that Attorney Brown of the  
Duane Morris Firm, in collaboration with city council solicitor Attorney Maria  
Montero, crafted the grading rubric—granting the firm an unfair  
advantage. Furthermore, Attorney Montero shared budget details with the  
firm before presenting them to other applicants, strikingly similar to the  
actions that led to Mayor Pawlowski's imprisonment. Prior Engagement:  
Duane Morris has previously represented the City of Allentown, which  
raises concerns about impartiality. Notably, Duane Morris has worked with  
the City of Allentown on several grievances, heightening fears about  
aligned interests in addressing these critical issues. Law Firms Typically  
Align Themselves with Their Clients: Duane Morris Law Firm often aligns  
closely with its clients, seldom challenging their perspectives. In certain  
legal practices, there is a tendency to address issues of racism only on a  
surface level. This limited approach can overlook the more profound,  
systemic forms of racism that persist in society. In contrast, consulting  
firms encourage a thorough examination of the facts and engagement with  
the complex realities of entrenched racism, ensuring their representation is  
comprehensive and sensitive to the historical and social contexts that  
shape these issues. Past Investigations: A partner from Duane Morris  
supervised an investigation into anti-LGBTQI actions in the Bucks County  
School District, where William McSwain, a lawyer  
at Duane Morris, expressed concerns about the district's ability to manage  
sensitive issues effectively. The firm has a history of trying to mitigate  
negative press, which could compromise the integrity of this investigation.  
She stated that they are asking to hire an investigator or a law firm with  
demonstrated experience and expertise in civil rights  
investigations and cultural competence. We, the residents of Allentown,  
demand accountability and integrity from our local government. We have  
the right to expect a transparent and fair investigation into these serious  
allegations. We urge our fellow citizens to sign this petition to ensure our  
voices are heard. She stated that they are asking for that.  
Mr. Daryl Hendricks thanked Ms. Ocasio.  
Attorney Maria Montero stated Council President she seeks permission to  
address a mischaracterization by Ms. Ocasio.  
Mr. Daryl Hendricks stated certainly.  
Attorney Maria Montero stated Mary K Brown is an attorney with Brown  
Nimeroff. Mary K Brown represents Council in a current litigation. She  
stated that she and Mary K Brown were tasked to identify an organization  
and to potentially conduct an investigation. She stated she and Mary K  
Brown created a rubric to assess the skillset with input from City  
Councilmembers. Regardless of any alleged conversations regarding  
budget, she was not shared any information on budget. Further, no budget  
information was shared with any applicants. She stated Council selected  
Duane Morris to conduct in the investigation, not herself, nor Mary K Brown.  
She stated that she does believe it is a misunderstanding because there  
happens to be two attorneys named Mary.  
Mr. Daryl Hendricks thanked Attorney Maria Montero for pointing that out.  
Ms. Amber Clark, Allentown, stated that she is hear to support the Petition  
that was just spoken of by the previous speaker. She stated that she has  
been disappointed and followed Ms. Affa for quite some time and has  
spoken in front of her a few times over a few years and is very  
disappointed in. The reason for Allentown being named in the lawsuit and  
the racists comments that have since been deleted from social media.  
She stated that she does support people in those positions recusing  
themselves and taking responsibility for that. Not only for it just to be the  
right thing to do and not making decisions until those lawsuits come to a  
close. It also shows the public that there is remorse. She stated that she is  
expressing support for this Petition.  
Ms. Barbara Redmond, Allentown, PA stated that she also agrees that Ms.  
Affa should be removed from the investigation, especially since her name  
has been mentioned in the current investigation. She stated also there has  
been a Facebook post that was up against which to her was racist.  
Making racists slurs about some of the people in the city of Allentown and  
the fact that the FBI were supposed to be investigating or doing an  
investigation here. She stated that the comment was made that the  
investigation and the FBI had to come a do an investigation against the  
people inside of city hall and the person who was involved in the noose.  
She stated that she feels as though Ms. Affa should bar herself from the  
investigation all together because of the fact that she made the statement,  
haha who a victim. Is it the employees or is it or the person the victim. She  
stated that she feels as though that is not fair and unethical for a City  
Councilperson to make that kind of comment on Facebook and then want  
to be a part of the investigation. She stated that it is just not right. She  
stated that she feels that Ms. Affa should just remove herself from the  
investigation and that is the right thing to do. The people in Allentown  
already have a Petition going out which we probably have to change a little  
bit, but they already have many people and lawyers involved in this  
investigation that they talk to about what's going on in the city of Allentown.  
She stated that they just don't want to keep it going. She stated if she  
removes herself from the investigation, she thinks everything will go forward  
and be quicker for everyone and it would be fair for all the employees  
involved and the people in Allentown who feels as though she is doing a  
discredit to the City Council as a whole.  
Mr. Patrick Palmer stated that Mr. Hanlon said he ran out of cards so he  
doesn't have one to give. In light of some of what he is hearing, if an  
individual is named in the investigation and has a vote in that investigation.  
He thinks that individual should recuse themselves from voting on that  
particular investigation. He stated if that is what he is hearing, that person  
should recuse themselves. He pointed out a discrepancy here earlier and  
he is just noticing somethings. The first gentleman that was up here was  
able to speak for about five or six minutes and then Ms. Ocasio was cut off  
at about 3:30. He stated that he is noticing some discrepancies here. He  
stated that the first gentleman that was speaking about the afterhours clubs.  
He was allowed to speak for about six minutes. He stated that he notices  
some discrepancies and earlier when he was up here, he only got one  
minute. He wants to make sure it is pretty fair when people come up here  
because it is all of our rights to be able to speak when they are up here. He  
stated that there are Rules that they have set in place and to allow  
someone to break those Rules and cut someone else off.  
Mr. Daryl Hendricks stated that there were far more speakers waiting to  
speak then there are now. He stated that is why he allowed him more time  
to speak.  
Mr. Patrick Palmer asked then why did you cut Karen off.  
Ms. Ce Ce Gerlach stated Point of Order, this is not a conversation. The  
person should be speaking and none of them should be engaging with the  
person.  
Mr. Patrick Palmer stated it is kind of what he was saying earlier.  
Mr. Daryl Hendricks stated that he is the president and if he wishes to  
speak when someone is speaking, he will.  
Mr. Patrick Palmer stated that he did not know there was special Rules for  
the president. He stated that he had no idea. He stated anyway, it is  
something that he wanted to go ahead and state because Ms. Ocasio got  
cut off at about three minutes and 30 seconds. She waited to be able to  
speak the entire night too. She has been here with them the whole time  
waiting. He stated you said thank you and cut her off.  
Ms. Ce Ce Gerlach asked if someone else on this Council back her up  
because he always shuts her down. This isn't supposed to happen.  
Mr. Patrick Palmer stated to Mr. Hendricks you cut her off.  
Ms. Ce Ce Gerlach asked for someone else help her out here.  
Mr. Patrick Palmer stated that there has been a lot happening up here  
tonight that is not supposed to be happening.  
Mr. Daryl Hendricks asked if Mr. Palmer had anything else to speak of.  
Mr. Patrick Palmer stated that he is still speaking.  
Mr. Daryl Hendricks stated ok, then finish up.  
Ms. Natalie Santos stated that he still has time.  
Mr. Patrick Palmer stated that he doesn't know why he asked him that  
question like your rushing him off here.  
Mr. Daryl Hendricks stated that he is telling him to continue.  
Mr. Patrick Palmer stated now, everyone is interrupting. He guesses he  
will just walk away and stated that is fine.  
Mr. Phillip Brishell, Allentown, stated that he wants to quickly speak about  
the Allentown Disorderly Conduct City Ordinance. He stated that this is an  
ordinance that was last amended in 1951 and certainly reads like it says no  
person shall unlawfully and willfully engage in or commit any disturbance  
loud and unusual noise, use any profane, scandalous, insulting and  
obscene lude filthy or other indecent language. He stated well, he doesn't  
think it is appropriate for the police officers of the city of Allentown to be  
arresting and criminally charging people for profane and insulting language.  
He stated that more so he thinks it goes beyond appropriate into it is  
illegal. He stated that we have Free Speech in this country. He stated that  
they have case law right down to the Supreme Court. This ordinance was  
last amended 20 years before Cohen v California. He thinks it is certainly  
time for a little review of this amendment. He stated that the City Solicitor  
has spoken frequently tonight about protecting the city from lawsuits and  
legal liabilities. He stated that he doesn't think having an unconstitutional  
city ordinance on the books is a great way to protect the city from getting  
sued. He knows for a fact that this ordinance is being enforced. He knows  
it is being enforced unconstitutionally. He stated that is going to cause  
problems for the city and going to cost the taxpayers their tax dollars when  
the city has to pay out those settlements. He encouraged Council to speak  
to their Solicitor and figure out a way to amend this amendment so it is not  
going against the Supreme Court Case Law that allows citizens to speak  
freely in this country. He stated to Daryl, he knows he spent 38 years on the  
police force. He stated that he thinks he will as president will recognize that  
cops shouldn't be arresting people just for cursing. He stated in fact, they  
saw someone curse on this podium a few minutes ago. That person, no  
big deal. the only difference what that is where nothing happens and  
situations where people get arrested is because police use it arbitrarily to  
punish people they don't like. He stated that it is very important that they at  
least amend this ordinance to fall in line with Constitutional guidelines that  
has been set forth on a national level. Thank you.  
Mr. Daryl Hendricks asked if there was anybody else, Mr. Hanlon.  
Mr. Michael Hanlon stated that he ran out of cards. He asked if anybody

Mr. Daryl Hendricks asked if anybody else wish to address Council, please  
step forward. He stated that they ran out of cards. If there is anybody else  
that wishes to speak.  
Ms. April Riddick, Allentown resident, stated hi everybody, how are you  
doing. She stated that she normally doesn't speak unless she has proof on  
things. She stated this is not speaking directed at anybody. It is the fact of  
trying to be transparent for the city that you represent. She stated that she  
doesn't have nothing against nobody, but to be transparent to the city of  
people that you are dealing with when it does come to the investigation,  
she took it upon herself to ask people that she needs proof that that  
comment was made on Facebook. She stated that she has it here in front  
of her. She stated so she is asking them, when they choose to pick the  
people that are the Counsels that are picking the law firm or whatever it  
needs to be, she stated she is sorry to Candida when you post to  
Facebook, you have to watch it as a public official. She stated that you  
have to be careful what you say because what happens is, it can backfire  
and it could look bad. Right now, it doesn't look good.  
Ms. Candida Affa asked do you have it there. Please read it. She stated  
that she is getting hammered here day after day after day.  
Ms. April Riddick stated that she doesn't have a problem reading it.  
Mr. Daryl Hendricks stated speak to him, please.  
Ms. April Riddick stated ok, she is sorry. She did not mean to have a  
conversation back and forth. She stated please give her that time.  
Candida Affa was accused of racism by Deputy Clerk, Candida Affa  
commented about Brown's case on social media and reading I am thinking  
of those poor employees, managers, the director who had to go through  
interviews and possible DNA testing. Not one refused. I repeat. Not one  
refused to cooperate. They are the workers that should be concerned  
about not one person claiming to be the victim.  
Ms. Candida Affa stated to Mr. Hendricks that she would to clarify that if he  
doesn't mind.  
Ms. Natalie Santos stated time is still running.  
Ms. April Riddick stated she is just saying and coming as a concerned  
citizen. She stated that she is looking at Mr. Hendricks. When comments  
are made like that publicly, it does kind of put a damper.  
Ms. Candida Affa stated that she felt sorry for the people that had to go  
through this.  
Ms. Ce Ce Gerlach stated Point of Order.  
Ms. Candida Affa stated no.  
Ms. Ce Ce Gerlach stated that people come and attack her all the time and  
she doesn't jump in. She stated that she just let them attack her stating just  
let them attack you. As long as you know who you are in your heart, that is  
all that matters.  
Ms. April Riddick stated that she is not attacking nobody.  
Ms. Candida Affa stated oh, you are not attacking me.  
Ms. April Riddick stated is what she is saying is when you are in a certain  
position, you have to be careful what you say publicly because it can be  
twisted. She stated what she is saying is true transparency to have clear  
and concise transparency as City Council when it comes to doing the  
investigation. That's why she thinks a person should be removed. What  
happens is it kinds of tarnishes. She stated that she understands that now  
more than ever. Before she even make comments, she asked her head  
person hey, this was made, what shall I say. As an elected official you have  
to be careful what you say publicly because it can be used against you.  
Ms. Candida Affa stated to Ms. Riddick to be careful what she says  
publicly.  
Ms. April Riddick stated that she does transparency.  
Ms. Ce Ce Gerlach stated someone step in.  
Ms. April Riddick stated that it is better when a certain person when that  
doubt is there, to make sure that people trust the City Council making  
decisions for the people of Allentown. Sometimes you have to do  
necessary means to gain that trust back from your community.  
Mr. Daryl Hendricks asked is there anybody else.

Mr. Daryl Hendricks stated no, you had one attempt. You don't get.  
Ms. Barbara Redmond stated that it is a shame how you all act up here.  
This is disgraceful. It is very disgraceful.

The Committee has not met since the last council meeting; the next meeting is  
scheduled for February 12th at 5:30 PM. In addition to the two bills being referred to  
the committee, we will be discussing and reviewing a resolution on community  
policing, a draft ordinance on predatory towing and, if time allows, we will begin to  
take a look at city hall security. (Perhaps, at this meeting, the committee could just  
get a quick overview of safety procedures and policies in place as an initial  
discussion.)

spoke about this committee, she remembers that Mr. Napoli was saying  
that it was going to be difficult to get a lot of involvement of more than nine  
people. She stated that question that she has is, she would not want nine  
people to be in. It is going to be difficult to get people, especially for the  
Latino Advisory. She suggested to start with five and than they can move  
on, and they can change it if they need more.  
Ms. Ce Ce Gerlach asked if that would be an additional amendment and  
include that within that amendment.

Ms. Natalie Santos stated that she thinks they mentioned during the  
committee meeting is that they start with a bigger number and then the  
Council can decide how many members they would like.  
Dr. Cynthia Mota stated that is true, but they are going to have the pressure  
of getting nine right away and stating do you know what I mean. To be  
effective, she rather start small and then make it bigger.  
Mr. Michael Hanlon stated right now, this one has seven and he thinks when  
Ms. Holmes was here, she suggested moving the African American up 15.

Holmes might have the people. People would be very interested in doing

Michael Hanlon stated that only concern that you guys were discussing and  
it was raised by the mayor that he was asking about staff support.  
Dr. Cynthia Mota stated that the reality is that they don't need any money.  
She stated that they are not asking for any money. She stated that she  
believes that City Council can have a Plan later on.

Mayor Matt Tuerk stated that he doesn't need to add too much. He thinks  
that the concerns that the administration has was not related to resources.  
This money that the financial resources provide it was specifically related to  
time. The organization, the work to coordinate meetings, to solicit  
members, to post agendas. Those types of things do take time and  
requires city staff do it. Those are the concerns that the administration has  
related to the creation of any new Council.  
Dr. Cynthia Mota stated that she believes that if they later on hire someone  
more or have an intern, the intern can take over and help us out with that.  
Mr. Daryl Hendricks stated Ms. Gerlach.  
Ms. Ce Ce Gerlach stated that she would say those concerns are valid and  
not specific to just these two Councils or Commissions. She stated that it  
is a broader concern that with all their authority, boards and commissions  
who is in charge of what in order for them to be executed. She remembers  
a member of the Commission on the Homelessness came here and there  
was a lack of communication between your office Council and him. She  
stated stuff wasn't happening and hopefully is now. She stated just in  
general, while that is a valid concern, it is not a concern that is specific just  
to the African American and Latino Councils. It is broader stating that  
should not even factor in how someone votes. It is a bigger issue than this.  
Mayor Matt Tuerk stated that he agrees.  
Dr. Cynthia Mota stated that she thinks that this is important and will help  
them out, a lot. It will get people involved from the community involved. She  
stated that perhaps they will have a better understanding on what's going  
on in our community if they here from community members. It will get  
people engaged. She stated that is what we want.  
Mr. Michael Hanlon asked if Council wanted to do a quick vote on the  
amendment. You haven't voted on the amendment yet.

and Walnut Street intersections. This project is part of the Pennsylvania  
Department of Community and Economic Development Multimodal  
Transportation Fund Grant (MTF-DCED) that the City was awarded. This  
will fund the design for upgrades to the four intersections on 17th Street.  
The City was awarded $250,000 as part of the MTF-DCED grant that is  
reimbursable, and the $75,000 is considered the City’s match that is  
required per the grant agreement.

believes that the walking map worked with Senator Miller. They worked  
with there Allentown Representatives to forward applications to that LSA  
Fund. He stated that they don't see projects that aren't in the city of  
Allentown. They may work with other municipalities they represent on other  
projects in Emmaus or South Whitehall or wherever. They work with their  
Representatives.

They don't have to get us to sign off on anything before they go to their Rep.

Amending the 2025 Equipment Fund Budget to provide for an increase of  
One Hundred Fifty Thousand Dollars ($150,000) for the purchase of a  
heavy-duty lift truck for the Traffic Bureau as part of the Pennsylvania Local  
Share Account Grant the City was awarded. This grant is fully reimbursable  
and once the equipment has been purchased, the City will be reimbursed.

Amending the Administrative Code, Chapter 177, Bicycles, by bringing the  
code into compliance with the Pa. State vehicle code, updating the  
definition of bicycle to pedalcycle to be consistent with the Pa. Vehicle  
Code, repealing chapters 177-3 through 177-7 (advise the police  
department to direct bike owners to register their bikes in a national data  
base), repealing various sections of the code that are superseded by the  
PA Vehicle Code and amending Chapter 319, Hamilton Street  
Regulations, updating the term bicycles to pedalcycles.

Mr. Daryl Hendricks thanked Mr. Hanlon and asked if there were any  
comments from the public. He stated yes, sir stating it is a good thing you  
ride bicycles so you can keep the stamina up to get through the meetings.  
Mr. Scott Slingerland, CAT (Coalition for Appropriate Transportation),  
stated that they are a Lehigh Valley wide Nonprofit for bicycle education  
and pedestrian safety and public transit. He stated that they collaborated  
with this project with the students at Community Bike Works reviewing  
bicycle ordinances in the city of Allentown. He stated that their goal was to  
improve public awareness, safety and consistency between municipal  
ordinances in the Pennsylvania State Vehicle Code. He stated that their  
big goal in addition to making the laws consistent was to support their  
efforts to educate bicycles and motorists about each others responsibilities  
and rights on the road. He thanked Council for considering this Bill and  
mentioned an additional aspect of this project was for high school students  
to learn the process by which municipal ordinances are adopted as well as  
they share their experiences using bicycles for transportation and mobility.  
He stated that he hopes that Council will hear from them in the committee  
meeting next week.  
Mayor Matt Tuerk stated that he wanted to express his gratitude to the  
Coalition for Appropriate Transportation for taking the time to work with the  
Allentown Youth on this effort. He sat here and spoke to some of the youth  
related to their concerns and talked them through the process. He stated  
that he thinks that Council owes a debt of gratitude to the young people of  
Allentown for taking a look at some of its more antiquated ordinances. He  
stated perhaps there are opportunities for young people in Allentown that  
assist with review of additional antiquated ordinances.  
Mr. Daryl Hendricks stated that this was certainly an antiquated ordinance  
which needed updating. He stated that he was in charge of the traffic unit  
in the Police Department and things have change quite a bit even since  
then.  
Ms. Candida Affa stated that E-Bikes have a lot to do with it now.  
Mr. Daryl Hendricks stated yes and stated they did not have those.  
Ms. Candida Affa stated you have to abide by all the Rules. It is very  
important now to get this out there.
