Bill 21
Amending the 2025 Grants Fund to provide for a supplemental
appropriation of One Million Dollars ($1,000,000.00) from the State Office
of the Budget, Redevelopment Assistance Capital Program (RACP).
These funds are a pass-through grant that will support the Scottish Rite
Cathedral.

Ms. Cynthia Mota stated good evening. Can you tell us a little bit about Bill
21.
Mr. Mark Hartney stated that sure, this is really about a bit of clean up work.
He stated that a number of years ago, Council had agreed to serve as the
pass through and applied for a RACP grant on behalf of the Scottish Rite
Cathedral. They were awarded that grant and had been working on that
project. His understanding is that the Project is just about done and so they
would be requesting reimbursement from the state. He stated what this Bill
does is that it establishes the expenditure account so when they get the
money in from the state, they can pay them.
Dr. Cynthia Mota thanked Mr. Hartney and asked if there were any
comments on Bill 21. She stated President Hendricks.
Mr. Daryl Hendricks stated thank you. He stated that he would like to say
that this is an integral part of the community. The Masonic Temple has
served them over the years for many of city functions, both Police and Fire
and the community at large. He stated that they have a large parking area
there and a large building. He stated again, it has been a very critical part
of the community and served us very well in the past. He stated that he
thinks they are most worthy of this grant money.
