The numbered space may only be occupied by the vehicle bearing the corresponding numbered permit. The Allentown Parking Authority shall erect a sign on or near the handicap sign indicating the restricted nature of the handicap parking space and providing for a penalty for unauthorized parking at a marked handicapped spot.
