The resolution was forwarded with the recommendation that the denial be changed to an approval (3-0). Someone would need to make the motion below at the council meeting.
"I make a motion to amend the resolution from a denial of the application to an approval of the installation of the tile due to the unique circumstances associated with the application. In this particular situation reversing the tile would cause more damage to the historic resource and it would become an economic hardship."
