Amending Article 123.09 Appointments by the Mayor by requiring all personnel that directly report to the Mayor to be approved by an affirmative vote of four members of City Council. This legislation would attempt to prevent the Mayor from circumventing the intent of council to approve the Managing Director and other positions by renaming and restructuring positions.
