An Ordinance of the City of Allentown, Clarifying and Formalizing Capital Plan Procedures in accordance with the Home Rule Charter and City Code; and noting Administration shall collaborate with City Council to identify any necessary amendments to improve clarity, consistency, and public understanding of the process. The Administration and Council staff shall work jointly to develop written procedural guidelines for capital planning, review, reporting, and approval, ensuring that these guidelines are accessible to the public and consistent with the Charter and City Code.
